- Description
- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FAS-PP-03-0004. This solicitation is issued as a Performance Based, Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)-15 (08/25/03). The North American Industry Classification Code (NAICS) is 541614. Federal Asset Property intends to enter into a two (2) year Base, with three (3) options, Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) type contract for the following services: The Government seeks to allow potential Service Aggregators flexibility in developing an innovative solution that enables the federal government to meet the desired objectives of the FAS personal property solution. There are five desired program objectives for the FAS personal property solution: Objective 1: Make it easier for citizens, businesses, and government agencies to find and buy government personal property assets: The FAS Personal Property solution must allow citizens and business to find assets for sale simply and easily. Objective 2: Increase net proceeds from asset sales: The FAS Personal Property Solution must leverage efficient marketplaces, provide a wide range of Strategic, Pre- and Post-sale Value Added Services, and determine the most effective on-line or off-line sales channel to maximize the proceeds from sales. Objective 3: Improve Personal Property processes: The FAS Personal Property Solution must allow agencies to increase efficiency and sales turnaround times. Objective 4: Decrease agencies’ expenses related to asset sales: The FAS Personal Property Solution must leverage economies of scale to obtain a simpler, more cost effective approach for agencies to sell personal property assets. Objective 5: Accelerate asset disposal cycle time: The Personal Property solution must allow agencies to sell assets quickly without compromising pricing performance. See Statement Of Objectives. FAR 52.247-34 FOB Destination applies. Provision FAR 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. FAR52.212-2, Evaluation-Commercial Items applies. Evaluation of offers will be based on technical approach/Statement of Work, related experience, past performance and price proposal. Provision at FAR 52.212-3, Offer or Representations and Certifications-Commercial Items, must be completed and provided with offer. FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies, which includes FAR 52.203-6 FAR 52.204-6, Contractor Identification Number Data Universal Numbering System (DUNS) applies. FAR 52.216-18, FAR 52.216-22 Indefinite Quantity, FAR 52.211-16, FAR 52,232-18 Availability of Funds applies. FAR 52.232-33, Electronic Funds Transfer-Non Central Contract Registration. Clause 52.242-15 Stop Work applies. This is a not a DO rated order. Offerors shall submit signed and dated offers to Kyle A. The date and time for receipt of proposals is October 6, 2003, 3:00 p.m. ET. A pre-proposal conference will be held from 8:30 a.m. to 11:30 a.m. on September 4, 2003, at 6354 Walker Lane, Suite 200, Alexandria, VA 22310. Questions that prospective Offerors desire to have answered at the pre-proposal conference must be submitted by email to kyle.turner@gsa.gov by close of business September 2, 2003. Those parties interested in attending are requested to RSVP to kyle.turner@gsa.gov by close of business September 2, 2003. The Provision at 52.212-1 Instructions to Offerors. Commercial Items (Oct 2000 and Clause 52.212-2, Evaluation-Commercial Items (Jan 1999) are applicable. Offers must follow the instructions within the solicitation; provide a completed copy of Representations and Certifications, and acknowledgment of all amendments, if any. All offerors that fail to furnish required Representations and Certifications, Business Questionnaire information or reject the terms and conditions of the solicitation may be excluded from consideration. The Government may make award without discussions; therefore, the offerors initial offer should contain best pricing. An award will be made based on best value to the Government. Any amendments hereby issued to this solicitation will be synopsized in the same manner as this solicitation and must be acknowledged by each offeror. Offeror must hold prices firm for 90 days from the date specified for receipt of offers. Offers or modifications to offers after the exact time specified may not be considered.
