Description
USAID/Pakistan will compete a contract to provide advisory and procurement services in support of efforts by the Ministry of Health and participating hospitals to develop and improve emergency obstetric and newborn services at the district level. U.S. and Pakistan non-governmental concerns are eligible to compete for the contract. The contract will cover a pilot program with an option for an expanded program. The pilot program will cover ten hospitals in ten districts: two district hospitals in Northwest Frontier Province, two district hospitals in Balochistan, two tehsil hospitals in Sindh, and four tehsil hospitals in Punjab. The hospitals will be identified in the RFP. Advisory services will be provided to Ministry of Health (MOH) officials at the federal, provincial and district levels to assist them in fulfilling in an optimal fashion the responsibilities, contributions and objectives described in Memoranda of Understanding (MOUs) between the Federal MOH, Provincial MOH and USAID for Maternal and Neonatal Health. Advisory assistance will also be provided to improve the management and service delivery of the hospitals. Assistance in developing training curricula for doctors, Lady Health Visitors, nurses and other paramedics will also be provided through this contract. The contract will include an amount in the budget reserved for the purchase of equipment for the hospitals. Implementation of the program will require the maximization of Pakistani professionals and the minimization of expatriates. NAICS Code 923120.
