- Description
- This a combined synopsis/solicitation for commercial items or services prepared in accordance the Format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ) NO. F97746. The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 97-27. The Standard Industrial Classification (SIC) Code for this acquisition is 5049 and the NAICS Code is 423450. The Food and Drug Administration is seeking vendors to provide a Microplate Reader with the following specifications: Microplate reader with top and bottom read capability. It must be capable of measuring uv-vis absorbance (reproducibility <.01), fluorescence (limit of detection 1nM fluorescein, top read), fluorescence polarization. (reproducibility <6mP w 100 u 1nM fluorescein, 10 flashes), time resolved fluorescence (capable of FRET) (<51 amol/well Europium, 10 flashes), and luminescence (LOD 1fmol ATP/well), and dual injectors. It should be able to use all commercially available plates and allow for future designs. A QC calibration plate & 21 CRF part 11 software are necessary. Also, the switching between operating modes should be fully computer controlled to avoid wear & tear by inexperienced users. Also the PMT should be able to measure at wavelengths from 2:30 ? 800 nm. The acceptance of delivery will only be after the instrument is installed and demonstrated to meet the technical specs for absorbance, fluorescence, FP, and luminescence. The equipment shall be shipped to the following FDA site: DHHS/PHS/FDA/Receiving Platform, 5100 Paint Branch Parkway, College Park, Maryland 20740. The following FAR Clauses shall apply to this solicitation: FAR Part 52.212-1 Instructions to Offerors-Commercial Items, 52.212-3 Offerors Representations and Certifications, and 52.212-4 Contract Terms and Conditions Commercial Items. All responsible sources that can provide and meet the above requirement shall submit written quotations including past performance by mail or fax 301/827-7039 or email: patricia.wright@fda.gov to the attention: Patricia Wright. All offerors must be registered in the Central Contractor Registration System (CCR). All quotes must be received by 2:00 pm eastern standard time April 30, 2004. This procurement will be awarded as a simplified acquisition in accordance with FDA Subpart 13.5.
