- This is a combined synopsis/notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. This requirement is being issued as a Notice of Intent under NOI4057. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-22. This acquisition will be processed under Simplified Acquisition Procedures and is not a small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 334516 and the small business size standard is 500 employees. The National Institute of Allergy and Infectious Diseases intends to procure a BioMek FX Upgrade qt.1. The BioMek FX Upgrade is an upgrade to existing equipment manufactured by Beckman Coulter. This purchase from Beckman Coulter is to Upgrade the existing Beckman Coulter Biomek FX Serial #5011447 and Beckman Coulter Cytomat 2C Serial#40193769 to enable testing and validation of automated HIV clinical trial sample testing. By upgrading the VRC?s existing Beckman Coulter equipment testing can be completely automated allow high numbers and also very reproducible results. Beckman Coulter has the knowledge, experience and technical expertise capable of developing and completing this extensive equipment upgrade. Beckman Coulter is the sole manufacturer of the original equipment and the only source able to produce and install this component. This equipment will facilitate research in vaccine development. FOB Point shall be Destination, inside delivery required to Bethesda Md, 20892. This will be a fixed-price contract. The following Federal Acquisition Regulations provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items; FAR 52.212-3 Offerors Representations and Certifications; FAR 52.212-4 Contractor Terms and Conditions-Commercial Items; FAR 52.212-5 Contractor Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items; FAR 52.225-3, Buy American Act. A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. As prescribed in 4.1104, use the following clause (52.204-7): Central Contractor Registration (Oct 2003) "Registered in the CCR database,? means that (1) The Contractor has entered all mandatory information, including the DUNS number or the DUNS+4 number, into the CCR database; and (2) The Government has validated all mandatory data fields and has marked the (B)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
