Description
DNA LAB The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has a requirement for the analysis of DNA samples on an as needed basis for evidence to be used in casework at its forensic lab. Offeror?s laboratory must have a current American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) certificate and have held this accreditation for the past year. In addition, the ASCLD/LAB must be held for the duration of the contract. Offeror must also show certification of compliance with the ASCLD/LAB/DNA Advisory Board Standards for the past year to present. Copies of these certificates must be provided with the offer. The laboratory services requested include, but are not limited to the following: analysis of blood, body tissues, skin cells, saliva, hair, semen, and other body fluids, and physical evidence that contains these types of samples for DNA identification or exclusion when compared to an individual. Offeror must use the standard PCR 13 STR CODIS Core Loci (Profiler Plus & Cofiler) in its analysis for subsequent submission into CODIS. Laboratory may be asked to determine if sufficient DNA is present on physical evidence for comparison to an individual. Example: Recovering DNA from cigarette butts, stamps, or envelope seals. Laboratory must generate a report of its findings. Laboratory will state turnaround time for samples, indicating any extra charges for expedited service. Provide a fee schedule of services on a per sample basis. Vendor must identify experts to testify at a trial if required. This award will be made in accordance with FAR Part12. Award will be based on meeting the requirements listed in the solicitation and will be made on an all or none basis. Also, offerors must be located in the Metropolitan Washington, DC area. The offeror?s location must be within 45 miles of ATF?s laboratory located in Ammendale, MD. This Request for Proposal will close April 28, 2004 after this announcement. No entity on the Debarred or Suspended list of contractors will be considered. Contractors must be registered in the Central Contractor Registration database (http://www.ccr.gov) to be considered for award.
