- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes being requested. A copy of this solicitation can be downloaded from our web page at http://www.unicor.gov/procurement/provehic.htm or from http://www.fedbizopps.gov directly. Solicitation Number for this quote is VC0075-04; this solicitation is issued as a Quotation (Quote). This quote document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 01-22. The North American Industry Classification System (NAICS) is 333994. This requirement is 100% set-aside for small businesses. UNICOR, Federal Prison Industries, Inc., intends to enter into a firm-fixed price type contract for a batch over, spray booth and spray gun system. A Nordson or equivalent powder paint booth and powder coating equipment will meet the requirement stated in this solicitation. A Nordson or equivalent (powder equipment) One sure coat dolly system (DSYS-SLNX08CI, One Sure Coat Control Unit, One Sure Coat Manual Gun, Onee 8-Meter Gun Cable, One Single Pump Box Feeder ? 115V/60 Hz, One Powder Feed Pump, and One set of Powder Hose and Air Tubing. Recovery Oven: One (1) Econo-Coat Batch Booth EC-6003 (6000 CFM), Over all foot print ? 10?3?H X 6?9?W X14?9?D. Collector Module ? 6000 CFM, 10 Hp 208V/3 Phase/60 Hz (1). Primary cartridge filters (6), final filters (4), control panel (1), Automatic blow down, motor starter, safety interlock, mini-helic gauge ? detect blinded filter cartridges, start/stop switches. Booth Canopy: Inside work area ? 10?H X6?W X10?D. Canopy material ? galvanized. Optional equipment included: one air manifold, one powder tray, one 208V/3 phase/60 Hz motor up charge. The batch oven heating system will be direct fire re-circulating gas heater to be mounted on either side or the rear of the oven with adjustable louvers near the floor, running the full length of the main duct sections. Internal distribution duct will utilize only the floor-to-ceiling disbursement. The heating system will be protected with air flow and gas pressure switches, as required by FM regulations volume 6-9 and NFPA 86. An automatic shut down /cool off package will be included on the heater assembly to protect the fan and shaft assembly and will eliminate the requirement for personnel to be present for shut down after the cool off period. Oven doors will be double hung with approved explosion latches and insulating seals to provide a tight closure and minimal heat loss. Doors will be located on a 10? wide end. A separate NEMA 12 completely wired U.L. listed control panel will be mounted, pre-fired and tested prior to shipment, and include all necessary main disconnects, motor starters, push buttons, fuse cut outs, safety equipment, indicating lights and switches for manual mode and cycle time mode. The minimum interior dimension of the oven will be 10?WX 10?H X 12?L (depth). Maxium operating temperature is 500 degrees. Dual use wet paint or powder coat. Primary use of the oven will be for the curing of powder coated parts what will be rolled from the Nordson or equal booth into the oven via a steel wheeled cart. No conveyer slots. Power supply will be 208 volt/3 phase/75 amps/60 Hz for both the oven and Nordson or equal to powder booth. Oven stack will be provided by the vendor and meet existing local, state, and federal requirements for site at FCI La Tuna,, Anthony, Texas. The vendor will make all roof penetrations, guide wire installation, stack erection, and required jacks/sealing for the oven. The vendor will make any additions or modifications to the existing sprinkler system as required for this installation. This will be quoted as a line item on the proposal submission. The vendor will furnish all necessary materials and labor, in accordance with all local, state, and federal regulations to complete this oven and powder equipment installation/training. The work to be performed will include all necessary field plumbing and wiring to Federal Prison Industries utility supplies. All utilities are located within 20? of the equipment installation site. Freight will be F.O. B. Destination to FCI LaTuna, Anthony, Texas. Vendor will fully erect all equipment at FCI LaTuna, Texas upon delivery and furnish all necessary labor and materials to complete this job. A final inspection and operational testing of the install components will be completed by FPI staff and the vendor prior to acceptance. A one (1) year warranty for all equipment and installation on work is required. Door openings dimensions for the building this will be reside is: 10?6? H X 12? W. Roof in this building is 14? high, flat weather weld. Building floor is concrete. FPI will clear all space constraint areas of equipment and move any items necessary for installation of the purchased items. All disposals of trash and refuse generated by the installation of items will be the contractors responsibility. The contractor will maintain the cleanliness of the installation site. All of the contractors on-site personnel will be subject to an NCIC background investigation prior to entry into the institution. FPI contracting officer will be the contact for obtaining the correct forms. No contractor will be allowed access without this investigation being completed. The contractor should allow ten (10) business days for completion of this investigation. This is an ?All or none? requirement. Vendor must install equipment and provide on-site training. Required delivery will be sixty (60) calendar days after award of contract. Delivery will be FOB destination to Federal Prison Industries, Federal Correctional Institution, ( Texas Highway 20, 2 miles South of Anthony), 8500 Doniphan Drive, Anthony, TX 79821. All shipments should be labeled as follows: vendor name, purchase order number and/or contract number, item description, item quantity with weight, and a certificate of conformance. The following are the special instructions for packaging. Equipment must be crated when shipped. Panels must be skidded and banded for forklift handling fans, motors, filters, etc. can be packaged, but loose. In accordance with FAR 52.211-16, Variation In Quantity, Variations per delivery order is plus/minus zero (0) percent. Delivery hours are 8:00 a.m. to 2:30 p.m., Monday through Friday, notwithstanding emergencies and Federal holidays. FAR provision 52.246-15 Certificate of Conformance is included. JAR 2852.270-70 Contracting Officer?s Technical Representative applies. The COTR for this contract will be George Arispe. The following are addenda to FAR Clause 52.212-1 Paragraph: C Period of acceptance of offers; the offeror agrees to hold their proposal prices firm for 60 days from date specified for receipt of offers. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer. Offerors that fail to furnish the required representations and certifications or reject the terms and conditions of the solicitation may be excluded from consideration. The following clauses also apply to this solicitation: FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. Any amendments hereby issued to this solicitation will be synopsized in the same manner as this solicitation and must be acknowledged by each offeror. FAR 52.212-2, Evaluation-Commercial. The following factors shall be used to evaluate offers: Past Performance, price and technical when combined are equal. The Government will award a contract resulting from this solicitation to a responsible offeror whose offer conforms to the solicitation and is considered most advantageous to the Government. Offerors will identify previous federal, state, local government and private contracts, which they are currently performing on or have performed on and that are similar in scope to the requirement being evaluated. (List at least three (3) and no more than five (5) contracts for evaluation. References provided shall be for contracts performed within the past three (3) to five (5) years. All references provided may or may not be used in the evaluation of the contractor?s performance. Each reference must contain the name, address and telephone number of the company or government agency for which the contract was performed as well as a contact person from that company or agency and the contract number if applicable. FAR 52.204-6 Data Universal Numbering System (DUNS) Number applies. FAR Clause 52.232-33, Payment By Electronic Funds Transfer-Central Contractor Registration. FAR Subpart 4.11 Central Contractor Registration applies. FAR 52.52.212-1 Instructions to Offerors-Commercial Items (3)(k) Central Contractor Registration. Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the CCR database in the prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.
