- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Period of performance is 01 May 04 ? 30 Jun 04. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a Request for Quote. Submit written offers (oral offers will not be accepted), on Reference Number F63AYA40560400. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22 and Defense Acquisition Circular 91-13. North American Industrial Classification Standard 611620 applies to this procurement. There are five line items in this solicitation and quotes are being requested on a per game basis. 0001 MINOR LEAGUE BASEBALL, to provide baseball officials, to include 2 umpires, for the youth minor league in accordance with the SOW. Unit price is per game for a quantity of 60 games. 0002 MAJOR LEAGUE BASEBALL, to provide baseball officials, to include 2 umpires, for the youth major league in accordance with the SOW. Unit price is per game for a quantity of 40 games. 0003 SOFTBALL, to provide softball officials, to include 2 umpires, for the youth softball league in accordance with the SOW. Unit price is per game for a quantity of 50 games. 0004 SENIOR BASEBALL, to provide baseball officials, to include 2 umpires, for the senior baseball league in accordance with the SOW. Unit price is per game for a quantity of 20 games. 0005 BIG LEAGUE BASEBALL, to provide baseball officials, to include 2 umpires, for the big league baseball in accordance with the SOW. Unit price is per game for a quantity of 20 games. This is a firm fixed price requirements-type contract. Statement of Work: General - Requesting a non-personal services contract to provide the Youth Programs Baseball and softball league with officiating. Requesting the contractor provide all the personnel, equipment, tools, materials, uniforms, supervision, and any other items necessary to adequately and professionally perform the duties of baseball and softball officiating as further defined in this Statement of Work (SOW). The following is a list of further defined criteria at obligation for the baseball and softball officiating contractor as well as the government agency for which the contract is written. Contractor?s Responsibilities - The Contractor Shall: 1. Provide the exact number and type of officials requested for each game specified in the contract. 2. Secure and provide officials who have had formal baseball and softball officiating training. It is preferred that they be certified for officiating by a sanctioned body such as Little League Baseball Incorporated or a similar body. 3. Assure that assigned officials arrive at the playing venue or site of the contest with their equipment at least 15 minutes prior to the start of the competition. Failure to arrive the required 15 minutes prior to the game will result in a 25% reduction in the game fee. 4. Failure on the part of one official to show for a scheduled game will result in a 50% reduction in game fee and a 25% reduction in fees for the next scheduled game regardless of who works it. Failure of both officials to show will result in non-payment of the entire game fee to the contractor and a 25% reduction in fees for the next scheduled game. 5. Monitoring of the officials arrival time and attendance will be maintained by the home teams book keeper and or Youth Programs staff who are present at the playing site. The Officials first priority when arriving at the playing site is to identify the home team and report to the scorekeeper of that team. 6. Provide a contract manager who shall be responsible for the scheduling and performance of the work performed by the officials. The name of the person and an alternate shall designated in writing to the Contracting Officer prior to the start of contract performance. 7. Contract personnel are responsible to provide their own uniforms and protective gear as prescribed by the Little League Baseball Rule book, to include proper shoes, score counters, brush, chest protector, shin guards, face mask and any other auxiliary equipment such as rules books. 8. Contract personnel are to abide by the standards and officiating rules contained in the Little League Baseball and Softball Rules books as well as the Umpires Mechanics Manual. They will also abide by any additional by-laws established by the Youth Programs league. These by-laws will be made available to the officials immediately upon award of the contract. 9. In the event that an official cancels a game due to foul weather that has not completed 1 complete inning, the Contractor will be required to make-up the game at a latter date at no additional cost. 10. The Contract Manager must establish and be present at a pre-season Umpires Clinic intended for all those who would work under the terms of the contract so as to discuss and go over Little League Baseball & Softball Rules, Youth Programs By-laws and answer any questions that the officials might have. Government Responsibilities: 1. The Youth Sports Program Staff will make the Contract Manager aware of and provide copies of any modifications or by-laws to the Little League Baseball or Softball Rule books. 2. Will inform the Contract Manager by 1300 hours of any canceled events/games when there is threatening weather and or other distractions, which may prohibit use of the fields. Failure to notify the contractor of game cancellations by this time will entitle the Contractor to payment of 100% of the unit price for the first scheduled game only. 3. The Youth Sports Program Staff will make sure that assigned officials have complete access to the facilities/fields at the appropriate time when the games are scheduled and for any clinics or training sessions deemed required by the Contract Manager for the umpires and officials. 4. The Youth Sports Program Staff will ensure that the field being used for games is acceptable for safe regulation play. 5. The Youth Sports Program Staff will provide the Contract Manager with a schedule of games to be played at least two weeks prior to the opening of the Youth Programs Baseball and Softball Season. 6. The Youth Sports Program will provide game balls to each of the teams in the league prior to opening day, thus the officials working the games should request from each team at least one game ball to play the game with. 7. The Youth Sports Director will certify via a records check in the score books that the services were performed by the number of officials required and on the dates and at the times required before the monthly contract obligation payment will be made. Deviations from contract terms such as late penalty fees and no-shows will be indicated in writing and included with the monthly receiving report document. The Contractor will provide the following number officials per game: 1. Baseball Minor, Major and Senior Leagues (ages 9-10, 11-12, 13-15), Two (2) officials per game, one behind the plate and one in the field. 2. Baseball Big League (ages 16-18), Three (3) officials per game, one behind the plate and two in the field. 3. Softball Minor League Girls (ages 9-12), Two (2) officials per game, one behind the plate and one in the field. 4. Softball Senior League Girls (ages 13-15), Two (2) officials per game, one behind the plate and one in the field. 5. A onetime fee of $100 will be paid to the Contract provider for the establishment of an official?s clinic as outlined in item number 10 of the contractors responsibilities. This fee is to pay for any rules books purchased, administrative costs incurred or other miscellaneous fees related to the setting up and running of the officials clinic. Commercial Items. All quoters shall include a completed copy of 52.212-3, Offeror Representations and Certification ? Commercial Items.
