Description
1. CONTRACT INFORMATION: Architect-Engineer services to be performed under this contract will provide environmental engineering studies and services at Fort A. P. Hill, Bowling Green, Virginia. The services will be executed with a negotiated, fixed price indefinite delivery type (IDT) contract for environmental investigations, preparation of studies, reports, risk assessments and other natural resources requirements of a U.S. Government installation and facilities. This procurement is unrestricted an d is therefore open to all businesses regardless of size. For small business purposes the size standard is $4,000,000.00 average annual receipts over the last three (3) fiscal years. The North American Industry Classification Code (NAICS) is 541330. The contract will be firm fixed price. The cumulative total shall not exceed $3,000,000.00. The anticipated award of this contract is July 2004. SUBCONTRACTING PLAN REQUIREMENTS: If the selected firm is a large business concern, a subcontract plan with the f inal fee proposal will be required, consistent with Section 806(b) of PL 100-180, PL 95-507 and PL 99-661. A minimum of 45% of the total planned subcontracting dollars shall be placed with small business (SB) concerns. At least 20% of the total planned s ubcontracting dollars shall be placed with small disadvantaged businesses (SDB), including Historically Black College and Universities or Minority Institutions, 10% with Women-Owned small business (WOSB), 3% shall be placed with HubZone Small Businesses (H ubSB), 3% with Veteran-owned small business (VOSB) and 3% with Service Disabled Veteran-owned small businesses (SDVOSB). This plan is not required with this submittal. 2. PROJECT INFORMATION: The selected firm shall be able to provide on-site support in the execution of natural resources projects which assist the Installation in complying with Federal, state, regional, and local regulations; Engineering and design services for the storm water management program, including design services for the manageme nt structures and facilities, design of modifications/repairs to existing facilities. Development of basin-wide storm water management strategies, development of storm water management permit application, engineering and design services for the erosion an d sediment control program, (including design of erosion and sediment control projects, design of erosion and sediment control plans and permit applications, and inspection of construction projects) engineering and design services in support of infrastruct ure construction repair/improvement projects, (including design of utility and roadways crossings installation waterways), stabilization of in-stream structures, development of wetland and subaqueous bed permit applications, construction inspections, prepa ration of as-built drawings, landscape design services for streetscapes, housing and administrative areas; planning and design services in support of timber maintenance and harvest activities, engineering and design services in support of planning, siting , construction and maintenance of installation refuge facilities, parking facilities access controls and information displays, topographic surveys, engineering and design services in support of maintenance and repair of historic structures, preparation of natural resources management plans, preparation of cultural resources management plans, planning services, (including preparation of NEPA documents) natural resources studies and field surveys, planning and design of habitat management enhancement project s, planning and design services to integrated pest management and grounds maintenance programs; development of environmental education materials and programs; and, GIS services. The above described work may require some or all of the following disciplines , civil, environmental, structural and mechanical engineering; architecture and landscape architecture; hydrology, geology, soil science, agronomy, entomology, biology, forestry, ecology, chemistry, topographic survey, CADD, GIS, historical architecture, archeology, planning, graphic art and photointerpretation. 3. SELECTION CRITERIA: Firms must demonstrate the following: Recent in-depth knowledge and experien ce with federal, state and local natural and cultural resources statutes including but not limited to Sikes Act. Endangered Species Act, Clean Water Act, Fish and Wildlife Coordination Act, Federal Insecticide Fungicide, and Rodenticide Act, Natural Histo ric Preservation Act, National Environmental Policy Act, Virginia Subaqueous Bed Guidelines and Virginia Sediment and Erosion Control Guidelines. Recent demonstrated relevant natural resources permitting experience in Virginia to include but not be limite d to Clean Water Act and Virginia Subaqueous Bed permits. Recent demonstrated relevant design experience in storm water management and sediment and erosion control projects. Recent demonstrated relevant experience in natural resources field studies and p lan preparation. Recent documented relevant experience in performing impact analyses and developing NEPA documents for facilities siting and development projects. Recent documented relevant experience in providing landscape design, grounds maintenance an d pest management technical support at facilities in the mid-Atlantic region that are similar in size and scope to Fort A. P. Hill. In addition to the above, the selection criteria for consideration will also include: Recent relevant experiences in perfo rming natural and cultural resource management activities of a similar scale and scope in the mid-Atlantic region. Location of an office and subcontractors in close proximity to Fort A.P. Hill with the identified expertise at these locations. Demonstrate d completion of recent relevant projects using Intergraph CADD and GIS capabilities. Demonstrated capacity to accomplish work orders within required time frames. Demonstrated completion of recent projects of a similar scale and scope at Army Installation s in terms of cost control, design award and meeting established schedules. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit one (1) copy of SF 255. A SF 255 must be submitted for prime and joint ventures and a SF 254 must be submitted for prime, joint ventures and consultants to the above address, not later than the close of business on the 30th day after the date of this announcement. If the 30th day i s a Saturday, Sunday or Federal holiday, the deadline is the close of business the next business day. Include the firms?????? ACASS number on the SF 255, Block 3b. On the SF 255, Block 6, provide the ACASS number for each consultant (if available). If yo ur firm does not have an ACASS number, it can be obtained from the Portland District, Corps of Engineers ACASS database by calling (503) 808-4591. On the SF 255, Block 9, provide contract award dates for all projects listed in that section. The SF 255 an d SF 254 shall clearly indicate the staffing of the office indicated to perform the work.
