- Request for Information/Sources Sought Subject: Pedestrian/Bicycle Bridge, Murray Lock and Dam, Little Rock, Arkansas The U.S. Army Corps of Engineers, Little Rock District, (LRD, COE), is seeking construction contractors with the capability of performing floating plant construction for the following construction project: pedestrian/bicycle bridge to be constructed over t he existing Murray Lock and Dam. The bridge would be the second longest pedestrian/bicycle bridge in the nation, and the longest such bridge constructed specifically for that purpose. The concrete and steel girder bridge would be nearly 3,500-feet long and would also include more than 650-feet of mechanically stabilized earth wall. The bridge would have a 14-foot clear width and be supported by single column piers. The bridge is desig ned to support two 36-inch steel water lines to be installed in the future. The vertical clearance would be sixty-five feet from upper pool two percent flow line to the low superstructure. The bridge substructure will consist of single column piers const ructed on the existing dam spillway structure and on the north and south approaches to the dam. Two piers will be constructed with concrete shafts drilled through the sloping downstream face of dam non-overflow monoliths. The single column piers on the approaches to the dam will be supported on drilled shafts constructed in the powerhouse tailrace, and on either drilled shafts or piles with pile cap on the land based piers. The area is frequented by fishermen, boaters, bicyclists, runners, walkers and other recreational users. Precautions must be taken to protect members of the public from injury and to minimize interference with recreational use of adjacent properties. The estimated cost is between $5,000,000.00 and $10,000,000.00 -- for a Firm Fixed Price Contract -- project duration is approximately 700+ calendar days. The Standard Industrial Code is 1622 and the annual size standard is $17 million. The NAICS Code is 237310. General Contractors should respond in writing no later than 29 February 2004. E-mail responses are acceptable. This is an unrestricted procurement. The written response shall provide the following information: bonding limitation, capacity, and current availability, the firm's dollar limit for bid guarantee/performance guarantee capacity, ability to obtain property damage liability insurance of $1,000,000.00, provide a minimum of three references with same or similar type work that is currently in progress, or that has been successfully completed. This Request for Information (RFI)/Sources Sought (SS) Notice is for information and planning purposes only, and shall not be construed as a Request for Proposal, announcement of a solicitation, or other obligation on the part of the LRD, COE. The LRD, COE will not award a contract on the basis of responses to this RFI/SS nor otherwise pay for the preparation of any information submitted.
