- 1. CONTRACT INFORMATION: Indefinite Delivery contract(s) being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the req uired work. This announcement is open to all businesses regardless of size. North American Industrial Classification System code is 541330, which has a size standard of $4,000,000 in average annual receipts. If a large business is selected for this contrac t, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan for that part of the work it intends to subcontract. The FY 04 subcontracting goals for this contract are a minimum of 57.2% of the contractor's intended subcontract am ount be placed with small businesses; with 10.0% of that to small disadvantaged businesses; 10.0% to woman-owned small businesses; 3.0% to service disabled veteran owned small businesses; and 3.0% to HUB Zone small businesses. The subcontracting plan is no t required with this submittal. All responders are advised that this project may be canceled or revised at any time during the solicitation, selection, evaluation, negotiation, and final award. The contract shall be an indefinite delivery firm fixed price . The contract limit is $2,250,000.00 over a term of three years. There will be no specific task order limit except that of the yearly contract limit. Contract award is anticipated for September 04. Responding firms must address each discipline, clearl y indicate which shall be subcontracted, and provide a separate SF254 and SF255 for the prime and each subcontractor. 2. PROJECT INFORMATION: The AE selected would be required to have sufficient staff, flexibility, and capability to be available on an a s-needed basis. Typical types of services to be provided may include planning of geotechnical investigations at contaminated or uncontaminated sites, conducting office studies and supervising field geotechnical investigation using either Government furnis hed, in-house, or subcontracted drilling personnel and drilling equipment as directed by the government, furnishing of sampling supplies and instrumentation, shipping to and testing of samples at Corps approved laboratories, design of foundations and emban kments, groundwater studies, geophysical studies, aerial photo interpretation, material source evaluations and preparation of plans and specifications for geotechnical projects, provide expert witness on geotechnical matters. Arctic design experience is r equired of both in-house and subcontracted personnel. The firm must demonstrate ability to provide CADD formulated drawings and use MCACES-Gold (estimating system) for all projects and in addition use the DR. CHECKS (review comment system) via modem for A rmy projects. MCACES-Gold and DR. CHECKS programs shall be furnished by the Government (hardware required for DR. CHECKS and MCACES: IBM compatible Pentium computer with a minimum of 20 MB hard drive, 640K memory and modem (for DR CHECKS). LOCATION: Va rious Locations, Alaska. 3. SELECTION CRITERIA: The following selection criteria headings are listed in descending order of importance: Criteria A-E are primary selection criteria: (A) Professional personnel in the following disciplines: (evaluated eq ually) (1) minimum in-house requirements are 2 civil engineers with at least 5 years geotechnical experience each and at least 1 engineer being a registered professional, 1 engineering geologist with at least 5 years experience, 2 field geologists or engin eer technicians trained in hazardous site work in accordance with 29 CFR 1910; (2) disciplines which may be subcontracted: minimum of 2 field chemists with at least 1 year field sampling experience and trained per 29 CFR 1910, 1 hydrogeologist, and 1 geop hysicist. Firms that choose to provide any subcontracted disciplines MUST address each discipline, clearly indicate which shall be contracted, and provide a se parate SF254 and SF 255 for each subcontractor. The contractor shall employ, for the purpose of performing that portion of the contract work in the State of Alaska, individuals who are residents of the State, and who, in the case of any craft or trade, po ssess or would be able to acquire promptly the necessary skills to perform the contract. (B) Specialized experience and technical competence in: (evaluated equally) (1) Planning and carrying out geotechnical site investigations, (2) Preparing geotechnica l designs, (3) Evaluation of material sources, in particular, rock quarries; (4) Planning and carrying out geophysical investigations on land and water. (5) Arctic and sub-arctic geotechnical investigations and designs. (C) Knowledge of locality: staff w ith knowledge of Alaskan geology, weather, and water. (D) Capacity to maintain schedules and accomplish required work on three simultaneous task orders; (E) Past performance on DOD and other contracts with respect to cost control, quality of work, and co mpliance with schedules. Criteria F-H are secondary and will only be used as ??????tie-breakers?????? among technically equal firms: (F) Volume of DOD contract awards in the last 12 months; (G) Location of the firm in general geographical area of the pro jects, availability to meet frequently with Corps personnel at the Alaska District Headquarters in Anchorage, and the ability to mobilize to Alaskan sites on short notice (H) Extent of participation of SB, SDB, historically black colleges and universities , and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. 4. SUBMISSION REQUIREMENTS: Firms submitting their qualifications should provide ONLY 1 copy and must include a POC and phone number in block 8c of the SF 255. The 11/92 edition of the SF254/255, MUST be used, and may be obtained from the Government Printing Office, on-line or, from commercial software suppliers for use with personal computers and laser printers, or on-line in both Adobe Acrobat P DF and FormFlow formats: http://www.gsa.gov/Portal/gsa/ep/formslibrary.do In SF 255, Block 10, describe the firm's overall Design Quality Management Plan. A detailed contract-specific Design Quality Management Plan, which includes quality control and qua lity assurance plans, must be prepared for Government approval as a condition of contract award, but is not required wit h this submission. In Block 10 (SF 255) also indicate the estimated percentage involvement of each firm on the proposed team. Include an organization chart of the key personnel to be assigned to the project. Submittals must be received at the address indicated above not later than COB (4:00 pm Alaska time) on the above response date. Any submittals received after this date will not be considered. Note regarding hand carried submittals, express mail or mail delivered commercially: If a firm does not have a current pass to gain entry to the base, the firm must request a day pass to deliver the submittal by using the following procedures: Two (2) days prior to delivery, the firm must provide the solicitation number, name of person or persons delivering the proposal, and name of employer. This information must be faxed to 907/753-2544 or forwarded electronically to the POC identified here in. This will be a day pass only. All passes are issued at the Elmendorf AFB Visitors Center only. Each driver must provide a valid drivers license, proof of current insurance, current IM certificate, and current valid vehicle registration. Requests fo rwarded after this date will not be considered. No additional information shall be provided, and no faxed submittals shall be accepted. This is not a request for proposal.
