Description
NAICS Code: 541511 The U.S. EPA intends to negotiate on a sole source basis for the National Risk Management Research Laboratory, located in Cincinnati, OH, with Dr. Michael Caprio, of Mississippi State University (MSU), under the authority of FAR Part 6.302-1 to develop an Insect Resistance Management (IRM) simulation model for use as a tool to interpret the development of pest resistance to plan-incorporated protectants (PIPs) expressed in crops. The contractor shall also develop a robust and flexible predictive model that can simulate the impact of rare resistance events on a spatial scale and will offer a realistic evaluation of the evolution of pest resistance towards crops expressing one or more Bt toxins. The simulation model shall be hard-wired for pest biology, and shall have options for user-defined inputs around the properties of the PIP (dose, mode of action), the pest management landscape (i.e., alternate practices, other PIPs etc.), the uncertainties around the genetics of the resistance (SS RS, and RR fitness, cross-resistance), and the IRM plan itself (e.g., refuge, stack, mosaic, no plan). The predictive model shall include the following features: stochasticity, landscape spatiality, single and multiple toxins at the same or different dose levels, significant biotic and abiotic factors affecting the evolution of resistance(such as population dynamics, pest biology, density-dependent mortality, density-independent mortality, mating behavior, larvale and adult movement, immigration), genetics of resistance, initial resistance allele frequency, dominance, potential fitness costs, impact of cross-resistance, impact of alternate hosts, irrigation (or no irrigation), crop rotation, impact of agronomic practices, impact of alternate control tactics used in conjunction with Bt designed to control the evolution of Bt resistance (e.g., synthetic insecticides), and impact of various resistance mitigation strategies (e.g., refuge, crop rotation) on the evolution of resistance This notice is not a request for quotations. EPA market research indicates that Dr. Michael Caprio, of Mississippi State University, is the only known contractor with the appropriate level of technical knowledge necessary to complete this project. As the developer of the "Popgen" simulation program, Dr. Caprio is uniquely qualified in the application of simulation modeling to resistance management issues. Since the model for the current requirement is based on this "Popgen" simulation, Dr. Caprio is the only known contractor able to satisfy the government's requirements. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of completing such a project. Any such documentation must be submitted within 15 days of electronic posting of this notice (before Friday, April 30, 2004 at 3:00 PM EST). A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541511.
