Description
NAICS Code: 541611 THIS IS A COMBINED SYNOPSIS/REQUEST FOR QUOTATION (RFQ) RFQ-RT-04-00494. EPA intends to award a sole source purchase order to the Institute for Tribal Environmental Professionals, Flagstaff, AZ, pursuant to 41 U.S.C. 253(c)(1)--Only one responsible source and no other supplies will satisfy agency requirements. This procurement is to provide technical training and support for tribes in Ambient Air Quality Monitoring, Emissions Inventory development and other technical areas and to develop a software system that is capable of handling single as well as multiple pollutants in a single Quality Assurance Project Plan so that it will match the elements of the current EPA R-5 and G-5 requirements. EPA requires a firm that is recognized as a model for technical support and training of tribal environmental professionals and technical expertise with quality assurance plans. The Institute for Tribal Environmental Professionals possess an intimate knowledge of tribal protocol and heirachy and has the technical expertise to complete this requirement. Due to the complexity in the development of this and the time necessary to prepare, the Institute for Tribal Environmental Professionals is the only firm that can meet all the EPA requirements. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to: U.S. Environmental Protection Agency, Procurement Operations Division/Attn: Terri Shook (E105-02), Research Triangle Park, NC 27711. Responses must include detailed technical information and other technical literature demonstrating the ability to meet the requirement. Responses shall include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with the Institute for Tribal Environmental Professionals.
