- NAICS Code: 541710 NAICS Code: 541710 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures with Nuclear Energy Services, Nuclear Engineering Dept of NC State University BOC 7909 Raleigh, NC 27695-7909 for providing analyses by Neutron Activation Analysis (NAA) Gamma Spectrometry for arsenic and selenium content in toenail samples; and for arsenic and selenium content in water samples. The precision and detection limits of the NAA measurement technique are known from the Standard Operating Procedure (SOP) and supporting documentation provided as a deliverable from previous professional service contract with this contractor. The contractor shall provide their current SOP at the time of award to ensure that no changes have been made to the operating procedure. The contractor shall analyze solid, cleaned and weighed toenail samples from the Nevada study population for arsenic and selenium content by Neutron Activation Analysis (NAA) Gamma Spectrometry. The contractors shall analyze tap water samples from the Nevada study population for arsenic and selenium content by NAA. The contractor shall provide the results of all applicable information from the analysis of calibration standards and standard reference materials. The contractor shall be responsible for the disposal of all materials used in the analysis work. As part of a study comparing Neutron Activation Analysis and Fluorescence Spectroscopy techniques, Nuclear Services has analyzed a subset of water and toenail samples collected as part of an arsenic study in Fallon - Churchill County, Nevada. This data was used to determine the best method for the analysis of total arsenic content in the toenails of this chronically exposed population. Due to the limited amount of toenail sample provided, it is not possible to re-analyze the samples used in the comparison study. It is critical that the entire set of samples be analyzed by the same laboratory to be able to compare data for all samples within the study. The EPA believes that Neuroscience Associates is the only source capable of providing the required services based on continuation of analysis data consistent with data from previous studies in order to maintain the integrity of the research. The circumstance permitting soliciting from a "single source" is FAR 13.106-1(b) . The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 15 days after the date of this publication.
