- NASA Ames Research Center (ARC) has a requirement to provide operation and maintenance support to the Industrial Waste Water Treatment Facility (IWTF) at ARC. NASA/ARC intends to purchase the support from Process Scientific Inc, (PSI), 960 Saratoga Avenue, Suite 213, San Jose, CA 95129. This sole source is made under the authority of FAR Part 13.106-1(b), for the acquisition of supplies and services determined to be reasonably available from only one source. Process Scientific Inc. (PSI) is the only known source that has intimate knowledge of the following criteria necessary for ensuring proper operation and maintenance of the IWTF: 1) the incoming water quality and range of variation entering the reverse osmosis (RO) system, 2) the characteristics of the RO system membranes installed, and 3) correct parameters to monitor to assure no fouling of the system. PSI designed the RO membranes and configuration for the IWTF. Failure to pay attention to any one of the criteria listed can result in the failure of the membranes shutting the system down and require replacement of the membranes. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Statement of Work below outlines the requirement for providing operating and maintenance of the IWTF. Background: The Industrial Waste Water Treatment Facility (IWTF) treats process water to remove heavy metals and dissolved solids before recycling the water back for reuse and discharge to the sanitary sewer. The System consists of microfilitration and reverse osmosis (RO) processes to accomplish the treatment. The RO system allows the water to be reused by reducing the total dissolved solids significantly. This reduces the amount of water going to the PTOW and the costs to the government by not only reducing the amount flowing to the PTOW but the higher quality of the water reduces the pretreatment chemicals that have to be added to the water for use in the boiler. The RO system requires monitoring and cleaning to maintain its effectiveness. Scope of Work: The requirement will consist of periodically reviewing and making recommendations on the operation and maintenance of the RO system in order to provide ~ 10 years of trouble free membrane life for the RO. The work will consist of onsite visits, office analysis, and both oral and written reports at the request of the government. Deliverables: Deliverables will be either or both oral and written reports on how to operate and maintain the RO system and change the system to meet future requirements. Place of Performance: Performance will include site visits and work at the contractor's place of business Period of Performance: The period of performance will be for five years. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 1:00pm (PST) on April 24, 2004, such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
