Description
The USDA, ARS intends to negotiate on a sole source basis, a seven month contract with two three month options, Firm Fixed Price IDIQ contract for facilities operations, maintenance and administrative support services at four locations in the South Atlantic Area with Four Seasons Environmental, Inc.(FSE). The contractor is required to provide maintenance, alternation and repair of building structures, grounds maintenance, automotive and farm vehicle maintenance, HVAC, electrical, plumbing, pipefitting, housekeeping, safety, security guard and administrative support services effective July 1, 2004. Award of a bridge contract is required for the following reasons. The services are available from only the original source in the case of a follow-on contract to extend the service for the continued highly specialized services. No other offeror could immediately perform all of the required services within the timeframe and without incurring substantial cost. FSE is the only feasible source for these services because any other contractor would incur excessive projected duplicated cost and schedule risk to provide the services. This site is under a modernization effort and the contractor is required to interface with other contractors onsite. The SAA mission is to develop through basic applied and developmental research, new knowledge and technology that will ensure an abundance of high quality agricultural commodities. The research is conducted on agricultural commodities to improve safety of foods and feed, emerging and exotic infectious poultry diseases and foods borne pathogens of people, improve citrus scion and research on rootstock varieties that have enhanced tolerance or resistance to environmental stresses that are valuable to the U.S. economy. This research involves the reliance and cooperation of the local community, other countries and government agencies. The contractor is responsible for maintaining the facility in full support of the research mission. FSE is the only feasible source for maintaining continuity of services in support of the mission. The government is in the process of redefining its requirements. To that end, it is vital to the research mission of the SAA that the incumbent continue to provide O&M support.
