- Description
- The National Library of Medicine is seeking competitive proposals for systems technology and support to promote, extend, and broaden the user community for the Insight Toolkit (ITK), NLM?s open-source software initiative in image processing tools. This requirement is set aside for small businesses. The NAICS Code is 541512 and the Size Standard is Not-to-Exceed $21,000,000. NLM is seeking proposals for a single award for (1) the support, maintenance, and extension of the ITK framework (including its infrastructure for C++ template-based generic programming, multiple language binding and wrapping capabilities for C++ templated code, and support for its distributed multi-platform source code control, test, and build environment); (2) user support through maintenance of mailing lists, development and refinement of new and existing documentation, control and maintenance of the existing automatic source-code documentation system, bug tracking, and answering in-depth questions about both the internal elements of the core ITK software as well as providing advice and guidance in the use of complex algorithms in ITK along with the setting of parameters for their control; and (3) promotion of ITK among an international community of medical image computing researchers through tutorials, presentations, and exhibits. Ultimately, NLM hopes to migrate the Insight Toolkit as a foundation for future medical image understanding research away from its current dependence on federal funding for continuing support and maintenance toward a self-sustaining open-source software enterprise. The Government anticipates a base year and four option years. RFP NLM 04-101/VMS will be available in electronic format only. Paper copies will not be issued. The RFP may be downloaded on or about May 5, 2004 from FEDBIZOPPS. All responsible sources may submit a proposal which will be considered by the National Library of Medicine.
