Description
This is a Sources Sought Notice only. No solicitation is being issued at this time. The HQ Air Force Operational Test and Evaluation Center (AFOTEC) is seeking industry sources for a competition to accomplish chemical, biological, radiological and nuclear (CBRN) operational test and evaluation (OT&E) activities. The management of CBRN OT&E is accomplished through the AFOTEC core processes: the business management process, the product delivery process, and the product assessment process. This acquisition includes mission area research, task decomposition, test concept, test scope, costing, planning, conducting, managing, and reporting of technical and scientific efforts in support of CBRN OT&E. This acquisition will provide technical performance in accomplishing tasks related to the CBRN OT&E major objectives of operational suitability and operational effectiveness, joint test and evaluation (JT&E) and multiservice operational test and evaluation (MOT&E) and headquarters and detachment support. This acquisition includes, planning, technical and analytical support, on a quick-reaction basis, with respect to all aspects of non-traditional rapid tests and assessments, evaluations, military utility assessments (MUA), advanced concept technology demonstrations (ACTD); battle lab (BL) initiatives; joint exercises and joint experimentation for CBRN initiatives. This acquisition will provide technical support in accomplishing development of data management plans; defining test instrumentation requirements; providing support of special instrumentation and data transfer between locations; developing, modifying or integrating hardware and software for prototype applications using off-the-shelf technologies; operating and maintaining test support computers, communications, instrumentation and other test support equipment; quick-look and post-test analysis, data reduction, and reporting. This acquisition shall also include creative integration of off-the-shelf hardware and software into test and evaluation programs to satisfy AFOTEC and its clients. The solicitation, when issued, will be a Request for Proposal (RFP). A best value source selection will be the method of contractor selection. HQ Air Force Operational Test and Evaluation Center (AFOTEC) contracting at Kirtland, AFB, New Mexico seeks potential sources to perform a variety of non-personal Advisory and Assistance Services in support of HQ AFOTEC Detachment 1. It is anticipated that the contract performance period will be four years. Submission of offerors is limited to US firms only. The contractor will require access to Unclassified/Limited Distribution data or data whose export is restricted by applicable export control laws and regulations. The North American Industry Classification Systems (NAICS) Code is anticipated to be 541710. All amendments will be available for viewing on FedBizOps (FBO) at http://www.eps.gov. It is incumbent upon all interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with Defense Federal Acquisition Regulations (DFARS) 252.204-7004, Required Central Contractor Registration (CCR), lack of registration in the CCR will make an offeror ineligible for contract award. This Sources Sought Notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All businesses capable of providing these services are invited to respond. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. The Government will not pay for any information submitted in response to this sources sought synopsis. The work performed under this contract will be primarily conducted in Albuquerque, New Mexico. The potential acquisition will cover worldwide multi-discipline requirements to include, but not limited to the following geographic locations: Pacific Command (PACOM), U.S. Forces, Korea (USFK), European Command (EUCOM), Southern Command (SOUTHCOM), Central Command (CENTCOM), Atlantic Command (ACOM) and the Continental United States (CONUS). In accordance with Federal Acquisition Regulation (FAR) Part 15.201, the purpose of exchanging information is to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government?s requirements, and enhance the Government?s ability to obtain quality services, increase efficiency in proposal preparation, proposal evaluation, negotiation and contract award. The government requests all interested parties submit a written capabilities briefing in response to this inquiry. This should include a description of their company?s business size, business status (i.e. small business, 8(a), HUB Zone, woman-owned), anticipated teaming arrangements, and a description of similar services offered to the government and to commercial customers. Include contract magnitude and points of contact for each example provided (name of the point of contact (POC), address, e-mail, telephone number, fax number, and the company?s web page, if applicable). Please limit your response to not more than 10 single sided pages. Each submission should include one electronic (virus scanned) copy sent via e-mail to the POCs listed under Original Point of Contact. It is anticipated a Market Research Questionnaire will be posted to FBO with a future amendment to this announcement when more information becomes available. To support contractor-teaming arrangements, a list of contractors performing similar work for HQ AFOTEC will be posted. Respond to this notice by 21 May 2004.
