- Description
- The U.S. Fish and Wildlife Service, Region 2, seeks the services of qualified firms to perform various land surveys (primarily rural boundary surveys) in the States of Arizona, New Mexico, Oklahoma, and Texas. Indefinite delivery/indefinite quantity contracts will be negotiated and awarded for each of the states of Arizona, New Mexico, Oklahoma and Texas. . The contracts will be for a one-year period with four one-year unilateral options to renew. The approximate contract starting date will be June 18, 2004. Equal distribution of the work will not be a consideration. The estimated value for the life of the contract is $500,000.00. The minimum guarantee for each year of the contract is $500.00. Profit plus labor burden/general and administrative overhead costs will be negotiated for each contract. Negotiated firm/fixed priced type task orders will be issued per project. Due to crucial completion deadlines and task orders being issued concurrently, the USFWS, reserves the right to negotiate task orders for any state with any of the firms selected in no particular order. Evaluation factors in descending order of importance are: (A). (25%) PROFESSIONAL QUALIFICATIONS OF STAFF DESIGNATED TO DO THE WORK. LIST OF INVOLVED PERSONS WITHIN THE FIRM SHOWING SPECIFIC INDIVIDUAL LICENSING AND EXPERTISE (INCLUDING CONSULTANTS). LIST SHOULD INCLUDE THE FOLLOWING PERSONS: REGISTERED LICENSED SURVEYORS - STATE & REGISTRATION NUMBER PARTY CHIEFS INSTRUMENT PERSONS CHAIN/ROD PERSONS CADD SPECIALISTS (B). (25%) SPECIFIC KNOWLEDGE AND EXPERIENCE IN CADASTRAL SURVEYING INCLUDING THE FOLLOWING: LARGE RURAL ACREAGE COASTAL (TEXAS) - RIPARIAN BLM RECTANGULAR SYSTEM (AZ, NM, OK) TEXAS RECTANGULAR SYSTEM SPANISH AND MEXICAN LAND GRANTS (C). (20%) SPECIFIC FAMILIARITY WITH SURVEYING CUSTOMS AND CONDITIONS HAVING POSSIBLE EFFECTS ON SCHEDULING, COST, AND RESOLVING COMPLEX BOUNDARY PROBLEMS IN THE AREA COVERED BY THIS CONTRACT. (D). (15%). SPECIFIC PERFORMANCE RECORDS ON PREVIOUS SURVEY WORK PERFORMED FOR FEDERAL, STATE, AND LOCAL GOVERNMENTAL AGENCIES AND PRIVATE INDUSTRY ILLUSTRATING THE QUALITY OF THE FIRM'S WORK AND THE FIRM'S ABILITY TO MEET PERFORMANCE SCHEDULE AND COST ESTIMATES. (E). (15%) SPECIFIC TYPE AND AMOUNT OF APPLICABLE FIELD AND OFFICE EQUIPMENT AVAILABLE FOR THIS CONTRACT. LIST SHOULD INCLUDE THE FOLLOWING BUT NOT LIMITED TO: ALL SURVEYING EQUIPMENT G.P.S. - RTK CAPABILITIES, COMPUTERS, SOFTWARE, VEHICLES (4 X 4'S), ATV'S, BOATS, CHAINSAWS All firms applying under this solicitation must have at least one licensed land surveyor, licensed in the state for which the firm is applying, who will be actively involved in the projects. The firm must be recognized with the state land office for the state which the firm is applying. In public land states, conformance to the Bureau of Land Management Manual of Surveying Instructions (1973) is required by Federal law on all lands bordering or encompassed by public domain, and may be required by State law on private land. No other general notification for this announcement will be made, and no further action beyond submission of the required forms is required or encouraged. Personal visits for the purpose of discussing this announcement will not be scheduled. This is not a Request for Proposal. Separate submissions are required for each state. Qualified firms desiring consideration should submit current SF 254 and SF 255 (11-92 edition) including organization chart of key personnel to be assigned to projects by May 18, 2004, to the above address. Only firms responding by this date will be considered. The NAICS for this requirement is 541370. The Small Business Size Standard is $4.0 Million. This acquisition is open to both large and small businesses. Registration in Central Contractor Reporting, (CCR) is a Government wide requirement per Federal Acquisition Regulation, this registration can be accomplished through the internet at http://www.ccr.gov/.
