Description
The U.S. Geological Survey (USGS), Biological Resource Discipline, has a requirement to determine species and individual identity of black and grizzly bear hair samples. Intent is to award a Requirements type contract which includes a base year plus one option year. USGS will provide samples to be analyzed to determine species and individual identity of non-invasively collected putative black and grizzly bear hair samples using microsatellite markers. Contract is for the analysis of approximately 5,200 samples with an option to add another 34,800 additional samples. Work includes the microscopic inspection of each hair sample to screen out obvious black bear hair and those samples without a sufficient number of follicles to warrant extraction, isolation of follicles, extraction and amplification of DNA, and screening out of black bear samples by use of a genetic marker. Genotyping at 7 microsatellite loci will be used to identify individual grizzly bears. For each individual bear identified, gender and a 16-locus genotype shall be determined using additional markers. Stringent measures must be taken to prevent, detect, and control genotyping error. This is a highly contentious issue which may be litigated therefore comprehensive, credible and defendable scientific data will be essential. Requirement is not set-aside for small business. It is anticipated that a copy of the Request for Proposals will be posted electronically and available for downloading on or about April 30, 2004 with proposal due May 31, 2004. Offerors shall be required to submit a technical and cost proposal for evaluation.
