Description
This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is not a small business set-aside; any responsible source may submit an offer. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Solicitation number M67400-04-R-0029 applies and is issued as a Request For Quote. This solicitation document and incorporated provisions and Circular 91-11. The NAICS code is 334519 and the business size standard is NTE 5.0 million. The agency need is for: ITEM 0001: Portable Explosive Vapor Detector, Brand Name Sibel, MO-2M OR EQUAL ITEM, QTY= 6. Standard Configuration: One hand-held unit (MO-2M detector) One AC power adapter (90-240V/50-60Hz) Two Ni-MH storage batteries (12V, 3Ah) One battery charger (90-240V/50-60Hz) One conical air inlet extender One TNT vapor generator One TVIN (Thermal Vapor Intensifier) One collet One cleaning ramrod One interface cable One software diskette: IoScan Two operating manuals One case for transporation and storage One container with 2 TNT reference cartridges One key Delivery is to 3RD Force Service Support Group, H & S Bn Supply, Camp Kinser, Bldg 325, Okinawa Japan. Supplies awarded under this contract are expected to be FOB Destination delivered 4-6 weeks after the award is placed with the successful offeror. The Government intends to make a single award to the responsible offeror whose offer is most advantageous to the government considering price and price-related factors. The following Provisions apply to this acquisition: FAR 5 2.212-1 Instructions to Offerors-Comm Items (Jan 2004), FAR 52.211-6 Brand Name or Equal (Aug 99), FAR 52.212.2 Evaluation-Comm. Items (Jan 1999), applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitations minimum criteria for acceptability at the lowest price, FAR 52.212-3 Offeror Representations and Certification Comm Items (Jan 2004), FAR 52.212-4 Contract Terms and Conditions Comm Items (Oct 2003), FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Comm Items (Jan 2004), FAR 52.232-33 Payment by Electronic Funds Transfer (Oct 2003), FAR 52.247-34 , Responsible offeror must be active in the Central Contractor Registration in accordance with DFARS 525.204-7004. DUNS, TIN and CAGE Code must be written on submitted quote. Payment shall be made electronically by DFAS Yokota Japan.
