- Description The project location is Baghdad, Iraq. Police special operations instructors are required to provide instruction and mentoring to the newly formed Ministry of Interior Iraqi Police Counterterrorism (CT) and Special Operations (SO) Division. In addition, a Force Protection Element (FPE) shall provide 24-hour/7 days a week security to act as a deterrent against unauthorized, illegal, or potentially life threatening activities directed toward the CT-SO unit members, visitors, sensitive information and properties. It is planned to utilize a firm-fixed price or cost reimbursable type contract on the basis of best value. The Contractor shall furnish managerial, administrative and direct labor personnel to accomplish all work required by this contract. The Contractor shall utilize cleared and uncleared U. S. personnel, plus the Contractor may utilize third country nationals (TCNs) and local Iraqi Nationals. The Contractor shall provide a cadre of highly qualified instructors and mentors to teach a variety of police special operations disciplines to include, but not limited to, counterterrorist investigations and analysis, crisis response team (CRT), explosive ordnance disposal (EOD) and any other disciplines identified as necessary to support the counterterrorism mission. When requested, the Contractor shall provide instructors and mentors in areas of administration and logistics. Training objectives shall be established in conjunction with U.S Government staff and the Contractor instructional personnel. The FPE shall provide 24-hour/7 days a week security to prevent unauthorized access, protect life, maintain order, deter attacks against personnel and property at the designated location in Baghdad, Iraq. The Contractor is required to recruit, train, and manage the Iraqi candidates. There will be a separate contract for the construction and logistical support of a CT-SO headquarters and training facility. The Contractor shall work with that vendor for the construction and logistical support and incorporate the security plan into the design of the facility. This facility shall provide infrastructure to support the CT-SO training and operational requirements. The contractor shall be responsible for providing instructors to train approximately 400 IP personnel. Protective services are required for approximately 500 CT-SO personnel and U.S Government support staff. The Contractor shall provide Project Management oversight for both the training and force protection element staff. The Contractor shall provide a Project Manager (PM) to manage the Contractor?s workforce and be the Contractor?s liaison with the U.S. Government designated representative. The PM, or his/her designated deputy shall be available at all times to receive and implement orders or special instructions from the contracting officer representative (COR). The contractor shall operate an on-site command post that will be manned 24/7 with communications to all security elements. The contractor shall provide personnel to provide training for police special operations for crisis response team (CRT) and explosive ordnance disposal (EOD). The CRT course is based on the Department of State?s DS/ATA CRT training program and is approximately seven weeks in length and will train approximately 40 personnel in a class. The EOD course is approximately six weeks in length and is based on the DOS DS/ATA explosive incident countermeasures course and will train approximately 15 personnel in a class. The contractor shall make available to U.S. Government all instructor qualifications for review. U.S. Government reserves the right to refuse to accept instructors that do no meet minimum qualifications or who demonstrate a lack of ability to instruct during training. Any safety violation is grounds for dismissal. Once contract is awarded, the contractor will work closely with U.S. Government and the construction contractor to incorporate physical security measures into the design of the facility. The contractor will work closely with the construction contractor to ensure the proper application of security measures into the overall construction plan. Also, the contractor will ensure that the physical security measures integrate into the overall security plan. The North American Industry Classification System (NAICS) is 922120. Performance period is 01 May 2004 through 31 April 2005. This action will be awarded under full and open competition. The base year project magnitude is between $25,000,000 and $100,000,000. All prospective offerrors must have a Commercial and Government entity (CAGE) Code and be registered with Central Contractor Registration (CCR at http://www.ccr2000.com). No paper copies of the solicitation will be issued. The closing date and time for submission of offers will be contained within the solicitation package.
