- Attached are the contractor's questions concerning the EAP solicitation. Please read the combined synopsis/solicitation thoroughly. REMINDER: offerors are responsible for monitoring the website for possible amendments and/or additional information. QUESTION: Is onsite counseling at USUHS required? If yes, how many hours are anticipated? ANSWER: Onsite counseling is not required, but the agency prefers that the contractor to be able to provide both onsite and offsite services as needed. The number of hours will depend on the need of services. QUESTION: Is a local phone number for the EAP required or can a toll-free number be provided? ANSWER: A local and/or toll-free number can be provided.
