Description
This is a Request for Information (RFI). The Department of Homeland Security (DHS) is only seeking information at this time. The issuance of this RFI does not guarantee that there will be any procurement action as a result of response or lack thereof to this document. With the exception of some special purpose vehicles, DHS is interested in consolidating its fleet management operation under a single, full-service provider in order to reduce administrative burden and maximize the cost-effectiveness of its motor vehicle operations. This RFI seeks input on the concept of operating the DHS fleet as a service, and on what that service should include. DHS and its components operate a total fleet of approximately 32,000 motor vehicles. These vehicles are used by the Department?s organizational components for a number of purposes. In addition to transportation of personnel for local travel and regulatory compliance functions, vehicles are used for surveillance and investigative law enforcement missions, marked police patrol, executive and dignitary protection, and other purposes such as border patrol and immigration enforcement or transportation of property and equipment. They operate in a highly diverse set of conditions ranging from well maintained, paved roads to severe off-road conditions and extremes of temperatures ? both hot and cold. Because of the nature of the functions these vehicles perform, they are an essential part of each component?s operation and are, in many cases, mission critical tools. The creation of DHS has resulted in the amalgamation of a number of entities, each operating its own fleet, establishing its own policies and procedures governing use and assignment of vehicles, and using disparate systems and levels of data collection for vehicle management. Vehicles are acquired, maintained, and disposed of through multiple sources. Here are some Fleet Characteristics: Approximate fleet size to be provided under this initiative is estimated at 28,000 light duty vehicles; Vehicles are to be new when placed in service and replaced on a 3 year or 50,000 mile cycle; Vehicle acquisition, delivery, licensing, and disposal are to be included in the scope of services provided; A full service lease is desired, including a nationally recognized, widely accepted fleet card to be used for fuel and maintenance services; Vehicles are to be available for both long term lease (1 year or more), short term lease (6 months or less), and on a daily rental basis; A wide variety of domestic and import makes and models, in sufficient quantities, must be available in order to support the diverse needs of the Homeland Security fleet; compact, intermediate, full size, luxury, and police or ?special service? package sedans, coupes and station wagons; Minivans, full size passenger vans and cargo vans; 2 wheel and 4 wheel drive sport utility vehicles in small, intermediate and larger sizes; 2 wheel and 4 wheel drive pickup trucks in small, intermediate and full size categories; Insurance coverage is to be included; Maintenance management service is desired, with a toll ? free number for operators to use in requesting authorization to have services performed locally; Accident management services are desired: Directing driver?s next steps and if needed, making emergency phone calls; Notifying all key parties, including adverse party; Estimating and appraising repair costs; Notifying liability insurance carrier and fleet manager via fax; Provision of a replacement or loaner vehicle. Registration and Titling service is to be provided. Personnel and systems with top secret or higher clearances and safeguards for secure or sensitive information may be necessary. Comprehensive management information and reports are to be provided on vehicle usage and costs with a minimum monthly frequency. Real or near real time on-line access to reports is preferred, using a secure site. Support for the Department?s activities in all 50 states, Puerto Rico and the US Virgin Islands is required. A single point-of-contact for bureau level coordinators to work with is desired. A dedicated full-time contract manager for this effort is preferred. Alternative fuel and hybrid vehicles are preferred for non-law enforcement use. Please submit comments and insights at your earliest convenience, but not later than May 21, 2004.
