- Description
- The Substance Abuse and Mental Health Services Administration (DHHS), through the Program Support Center, intends to negotiate a sole-source award with Jim Lipari, Springfield, VA . Purpose:The Workplace Helpline is a unique federal resource that provides free confidential, technical telephonic assistance and guidance on how to address alcohol and substance abuse problems in the workplace to employers, union officials, and community-based substance abuse prevention programs. This consultation includes providing technical assistance and guidance for the development and implementation of comprehensive drug-free workplace programs, or components thereof, designed to meet the unique needs of each caller. In addition to this consultation, the Workplace Helpline provides callers with access to workplace prevention publications, videos, and other printed material, as well as information on where they may find local follow-up assistance and treatment resources. Finally the Workplace Helpline may provide provides in-person program consultation and training to businesses in the Metropolitan Washington D.C. area. Mr. Lipari served as the Project Officer on the Helpline contract beginning in 1988 until his retirement from federal service in January 2002. Mr. Lipari is excellently qualified for this WPS position, based on 15 years of direct, personal knowledge of Mr. Lipari's skills and abilities, including the past 4 years as his immediate supervisor prior to his retirement, and for the past 2 years as a contracted Helpline staff employee. It is necessary to hire Mr. Lipari because he has demonstrated an outstanding ability to perform the WPS duties over the past 2 years as a contract employee, and possess the requisite knowledge, skills and abilities to carry out the WPS duties and responsibilities in a manner not available elsewhere. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
