Description
The James A. Haley Veterans Hospital, Tampa, Florida, is seeking to award of a Firm Fixed-Price contract to provide all labor, tools, material, and supervision necessary for project 673-04-106, Inspect, Test, and Calibrate Electrical Distribution System in buildings 1, 2, 30, 32, 38, and 39. This acquisition is a HUBZone set aside in accordance with FAR 19.1305(c). Firms must appear on the List of Qualified HUBZone Small Business Concerns on the SBA Internet website at http://www.sba.gov/hunzone to be eligible for contract award. Project magnitude is between $25,000 and $100,000. RFP issue date is on or about 19 May 2004. Offers will be accepted until close of business, 22 June 2004. NAICS code for this procurement is 238210, with a small business size standard of $12 million. Performance period shall be 120 calendar days after issuance of Notice to Proceed. This is a best value acquisition in accordance with FAR 15.101-2 (Lowest Price Technically Acceptable Source Selection Process). Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors. Proposals will be evaluated based on two factors: Experience and Past Performance. Both factors will be rated either ?Acceptable? or ?Not Acceptable?. To receive an ?Acceptable? experience rating, offerors must demonstrate a minimum of three years specialized, continuous experience in testing, inspecting, cleaning, adjusting, and appraising electrical distribution systems and apparatuses. A Payment Bond for a penal sum of 100% of the contract amount or alternate payment protection of equal value as specified by the Contracting Officer is required.
