- POC FOR SPECIFIC TECHNICAL QUESTIONS IS MR. NED HEALY AT FAX: 251/690-2902. THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM. THIS PROJECT IS A REQUEST FOR PROPOSAL (RFP), PERFORMANCE PRICE TRADE OFF (PPTO) SOLICITATION. 505th Command and Control Wing (forme rly the AFC2TIG Systems/Warrior School Complex), Hurlburt Field, FL consists of constructing two administrative/training facilities (61,500 and 28,000 square feet) with asphalt parking lots, concrete curb and gutters, parking lot lighting, site, and road i mprovements. Facility construction will consist of structural steel, masonry face block, standing seam metal roofs and pile foundations. Interior finishes include tile floors, auditorium seating, dropped ceilings, sheet rock on metal studs, and raised fl oors. Elevators, HVAC (with computer room HVAC units), communication, control access and security alarm systems are required. Construction of water, sewer, new sanitary lift station, underground primary electrical, communication duct banks, and exterior l ighting is required. Demolition of several facilities with asbestos and lead paint is also required. Coordination of furnishings with Government sources is included in this procurement. Bid documents should be available on or about 11 May 2004. Estimated cost range of this project is from $10,000,000 to $25,000,000. Mr. Ed Slana is the Contracting Officer for this project. Due to Base Security requirements and limited field staff available for co nstruction contractor site visits, this scheduled site visit will be the only one offered. Individual requests for site visits will not be granted. Contractors will be required to register with Ms. Nancy Henry, seventy-two hours (3 days) prior to the sit e visit and provide the project name, name of the company that they represent, and a state drivers license number. Contractors will be required to register with Ms. Henry for installation access, and will be r equired to provide a valid drivers license, proof of insurance, and vehicle registration to gain access to the installation. The purpose of the conference is to familiarize the bidders with the scope of work, address bidders questions concerning the project, participate in a site visit to become familiar with the existing site conditions, and familiarize the bidders with the Best Value process. Attendance at the conference is strongly recommended. Minutes of the pre-proposal conference will be prepared by the Government and placed on the internet at http://www.sam.usace.army.mil/ . Offerors should visit the site and take such other steps as may be reasonable necessary to ascertain the nature and location of the work, and the general and local conditions which can affect the work or the cost thereof. Failure to do so shall not reliev e offerors from responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government shall assume no responsibility for any understanding or representations concerning conditions made by any of its officers or a gents prior to the execution of the contract, unless included in the Request For Proposals, the specifications, or related documents.
