- This synopsis is issued to express the Government's intent to enter into a sole source contract with Partners International Foundation to support joint concept development and experimentation. This effort will focus on providing humanitarian and other Non-Government Organization support and input to concept development, experimentation, and transitioning deliverables as determined by the government in support of Joint Forces Command's mission. 1.0 TECHNICAL REQUIREMENTS 1.1 Approximate Time Period. The approximate time period of the task is one year from date of award. 1.2 Requirements. 1.2.1 Program Management: Provide general support services in the following JE functional areas: Concept Development; Experiment Design and Analysis; Experiment operations; and Experiment Assessment and Integration as well as curriculum input regarding NGOs and other non-government players. 1.2.2 Joint Experiment Concept Development Support: 4.2.2.1 Experiment and Curriculum Schedule and Milestones: Develop detailed schedules for NGO participants required to concept development, Joint Professional Military Education, and experimentation events within the prescribed time frame. Schedules developed shall be of sufficient fidelity to allow program control by the assigned venue manager. They will include all activities to be accomplished, recommend responsibilities for the activities and recommend specific milestones by which the activity can be gauged. 1.2.2.2 Experimental Issues and Hypothesis: Contribute the NGO perspective to concepts as well as experiment issues, criteria and objectives. Perform research to develop specific NGO related recommendations on the coordination process and provide full rationale for all recommended concepts issues, criteria and objectives. 1.2.2.3 Measures and Data Elements: Provide NGO input to the Joint Forces Command element responsible to develop or identify experiment scenarios in which the nominated issues or concepts can be experimented and assessed. In identifying scenario input, provide sources and rationale for elements such as the nature of complex emergencies, humanitarian planning and response, socio-economic factors of the population and timing. 1.2.2.4 Experiment Concept: Contribute NGO and private sector perspective to concepts within the recommended scenario(s) that will facilitate the efficient and effective collection of the required data elements. Develop and recommend evaluation procedures and approaches to provide information required to address all NGO and private sector identified issues and concepts. The contractor shall provide specific recommendations for all phases of the concept development and experimentation cycle. 1.2.2.5 Data Collection and Analysis Methodology: Develop a methodology to collect and analyze NGO data required for lessons learned experimentation. Provide this information to the Joint Forces Command analysis element that is responsible for developing and executing the overall analysis plan. 1.2.2.6 Experimental Schedule: Develop schedules for NGOs and other non-government personnel provided in support of experiments. These will identify all activities and events to accomplish the objectives of the experiment with the approved time frame. Identify times, locations, and interfaces with other activities and events necessary to achieve the schedule. NGO attendance will be secured through separate TOs. 1.2.2.7 Estimate of Resource Requirements: Develop a Consolidated Resource Estimate (CRE) and by-year budget estimate to aid the government in understanding, assessing and planning for the resources required to execute NGO support to JE. Analyze and propose recommendations for resource requirements ( e.g. personnel, funds, equipment) and resource sources (e.g. OSD, Operational Commands, Services, "piggy-back" activities). 1.2.2.8 Program Development: 1.2.1.8.1 Provide coordination assistance with related program organizations, NGOs, JE staff members, CINC action officers, multi- Service organizations, Inter-agency organizations, coalition and foreign government and non-government organizations, academic institutions, congressional entities, United Nations organizations, end-user personnel, and others essential to task fulfillment. 1.2.1.8.2 Attend and monitor meetings with Program Offices, technical working groups, development contractor teams and other related program organizations. 1.2.1.8.3 Participate in experiments, conferences, seminars, and work groups that support development of the various products covered by this contract. 1.2.1.9 Provide services required in program assessment, planning, participation and integration. 1.2.2.10 Liaison: Maintain liaison between U.S. Joint Forces Command JE and other U.S. Joint Forces Command Directorates, program organizations, NGOs, JE staff members, Combatant Command action officers, multi-Service organizations, Inter-agency organizations, coalition and foreign government and non-government organizations, academic institutions, congressional entities, United Nations organizations, and others to support concept development and experimentation. 1.2.2.11 International Experimentation: Provide NGO progress monitoring, information production in the form of briefings and reports; conduct research, surveys and interviews; and develop draft concepts for NGOs in Multi-National Experimentation. Actual participation in events will be by separate TO(s). 1.2.1.12 Representation on International NGO and Civil-Military Forums: Provide representation on the UK Mlitary - UK NGO Forum, NATO Transformation working group with NGOs, and other forums on behalf of Joint Forces Command. The Foundation will also coordinate NGO Forums as required for JFCOM and others within the limits of the funding provided. 1.2.1.15 Development: 1.2.1.15.1 Coordination assistance with related program organizations, JE staff members, Combatant Command actions officers, multi-service organizations, NGOs, IOs, coalition and foreign government and non-government entities or personnel, end-user personnel, high tech contractors and others essential to task fulfillment. 1.2.1.15.2 Evaluation of assigned concept proposals and experimentation concepts for suitability as they apply to NGOs and private sector entities. 1.2.1.16 Experiment Support: 1.2.1.16.1 Directly support the formulation and construction of experiment planning and publication of related plans. This includes liaison with outside sources and sponsors, attending exercise planning conferences and information meetings, and preparing written reports and recommendations. 1.2.1.16.2 Provide planning expertise and assistance regarding objective achievement and execution of the experiments relative to NGOs. Support may include identification of potential experiment facilities, locations, site surveys and initial feasibility evaluations, preliminary cost estimates of NGO and other SMEs, and the potential of achieving experiment goals within given physical and time constraints. 1.2.1.17 Experiment Operations: Provide coordination assistance with JE staff members, CINC and component action officers, multi-service organizations, Joint Program management Offices, end-user personnel and others essential to task fulfillment. 4.3 Management, Logistics and Administrative Support to JE 4.3.1 Material Management. Provide material management services for JE to include obtaining, maintaining, controlling and disposing of Government Furnished Equipment (GFE) and Contractor furnished equipment. The government shall provide transportation of experiment related equipment to and from test sites and on-site logistic, maintenance, and operator support. 1.3.2 Travel Management. Be required to travel predominately using commercial air. In rare circumstances, be required to travel using government air and other conventional modes. Authorized use of Privately Owned Vehicle (POV) or rental vehicle, as required. Travel arrangements will be based on individual tasks and the cost of travel will be directly reimbursed from task funding. All travel must be approved in advance by the government task/subtask manager and not exceed the funding allocated for travel on the task or subtask if subtasks exist. The government may elect to provide invitational travel orders and make travel arrangements in lieu of re-inbursing the contractor for travel expenses. Air travel selections shall take into consideration economy and convenience for the Government. All personnel shall possess a valid state driver's license because some of the tasks may require local travel by privately owned vehicles, use of a rental car, or operation of a government vehicle. Exceptions to this requirement may be granted by the Government task or subtask manager. 1.3.2.1 Lodging, Meals, and Incidental Expenses. Costs for lodging, meals, and incidental expenses will be based on per diem, actual costs, or a combination thereof, provided the method used results in a reasonable charge. In special or unusual circumstances actual costs in excess of the maximum per diem rate are allowable when approved by the task contracting officer representative (COR). 1.3.2.2 Overseas Travel. All overseas travel shall be subject to approval by the government representative and, if applicable, the overseas country. Some overseas countries (i.e., Korea and Germany) require special advanced approval for contractor employees to enter their country so as to be accorded privileges and exemptions as specified in the Status of Forces Agreements (SOFA) between the United States and the respective country. Ensure compliance and follow strict procedures of all special clauses in the contract concerning SOFA protection. NGOs will travel using humanitarian credentials. The government will facilitate UN credentials as non-combatants and NGOs when required. 1.3.2.3 Hazardous Area Travel. Travel to hazardous locations may be required to collect lessons learned and other studies. In these cases the contractor agrees that hazardous area pay will be provided for each individual at the same level as government personnel. The government will also pay any additional insurance costs required. NGOs traveling to combat areas or complex emergencies will retain their neutrality and travel as non-combatants with government security provided as required. The government will provide letters of employment, invitation, introduction, etc as required. 1.4 Financial Management. Provide analytical support for resource and program control for NGO support to JE. 4.5 ADP Support. Obtain, maintain, operate, control and dispose of, through purchase, lease, subcontract or transfer of GFE, ADP equipment and software necessary to support task/subtask activities. The contractor shall provide and maintain Local Area and Wide Area Networks (LAN & WAN) to support task/subtask activities. The Foundation shall provide commercial- off-the-shelf (COTS) software, tailor COTS software and develop custom software to support task/subtask activities. Establish configuration control procedures to ensure that no programs or data are modified without approval and documentation. 1.6 Communications Support. Obtain, maintain, operate, control and dispose of, through purchase, lease, subcontract or transfer of GFE, communications systems and equipment necessary to support task/subtask activities. Telecommunications and internet access costs associated with performance of the contract are valid charges by the contractor that will be paid by the government. The government will provide the hardware and software necessary to connect the Foundation to Joint Forces Command and others as required by the applicable TO. This include integration into the Collaborative Information Environment (CIE). 1.7. Equipment and Supply Support: Obtain, maintain, operate, control and dispose of, through purchase, lease, subcontract or transfer materials and equipment required to complete the tasks. These costs are chargeable to the government and actual costs, including shipping, handling, installation, and maintenance required will be paid. 1.8 Training. Provide recommendations for training concept developers in NGO related areas. The training shall be provided for government and/or contractor personnel through a separate TO. 1.9 Security. A security clearance at levels up to and including Top Secret SCI may be required for personnel participating in Joint Experimentation Events under this contract. Not all events will be classified and cleared personnel will not always be required. The government will notify when cleared personnel are required, the level of clearance required, and assist in the processing of government documentation required to obtain necessary clearances.
