- The Naval Air Warfare Center Aircraft Division, Lakehurst (NAWCADLKE) intends to procure a Communication/Navigation (COMM/NAV) Radio Frequency (RF) Avionics Flightline Tester (CRAFT). The specifications for the Communication/Navigation (COMM/NAV) Radio Frequency (RF) Avionics Flightline Tester are subject to Export Control regulations and will only be released to firms who are certified with the DLSC for receipt of military critical technical data. It is requested that all interested parties submit a current completed and certified DD Form 2345 (Militarily Critical Technical Data Agreement) to NAWCADLKE Contracting Office. It is anticipated that the contract will be a multi-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract where during the first year, the contractor shall be required to provide up to 10 pilot-production units for both contractor and Government testing. After successful completion of the pilot-production testing, the Government shall issue delivery orders for production units over the next five years. The approximate anticipated amount over the five years is for 740 each of the CRAFT. This procurement shall enhance the Fleet's operational performance by meeting current requirements, reducing life cycle costs, and improving reliability and maintainability. The contractor shall manufacture and test all units in accordance with the requirements of the performance specifications, the engineering Statement of Work (SOW) and the Logistics SOW. The CRAFT is a one person, portable, organizational level multi-function RF Communications and Navigation Test Set to be used in an aircraft carrier deck environment. Test sets to be replaced are the AN/ARM-663, AN/ARM-186/201, and SM-511/SM-511A/ID-1956 (except LINK-4C and including Shipboard Inertial Navigation System (SINS) alignment messages) with option to include AN/UKM-3A/7 sonobuoy simulator capabilities with growth to accomodate ARC-182/210 AM/FM UHF/VHF radio testing and additional capabilities. The purpose for the test set is to perform a GO/NO-GO check of systems at the organizational level as well as intermediate level test and check of the AN/ASW-25 LINK-4 ACLS system. The RFP will request integration of these test capabilities into one unit. All CRAFT units will be packaged in accordance with best commercial practices. Delivery shall be FOB Origin. This is a 100% Small Business Set-Aside. The solicitation will be posted on the NAVAIR homepage located at http://www.navair.navy.mil. Select "Doing Business With Us" and then "Open Solicitations".
