Description
The Naval Air Systems Command; Aircraft Support Contracts Department (AIR 2.5.1.3), Patuxent River, MD 20670-1127 announces its intent to procure, on a sole source basis, from QinetiQ, Inc., the U.S. subsidiary of QinetiQ, Ltd. of the UK. QinetiQ, Inc. will provide unique services necessary to provide Engineering Support Services to the F-35 Flight Controls Team in the area of Subject Matter Expertise and Consultant support to the Joint Strike Fighter (JSF) Program and the Lockheed Martin F-35 development team. Early flight control trade studies have evaluated different control strategies for Short Takeoff and Vertical Landing (STOVL) phases of flight, otherwise called powered lift mode. These trade studies have resulted in a decision to adopt the novel Unified control strategy for powered-lift operations. Unified was originally developed in the UK by Defense Evaluation Research Agency (DERA) now called QinetiQ, Inc. QinetiQ has maintained this specialized Unified control expertise and Lockheed has determined this expertise would be useful during F-35 development. Tasks for this acquisition require unique expertise and qualifications related to the unified control strategy and it?s implementation on the vectored thrust aircraft for Advanced Control (VAAC) Harrier aircraft will be utilized to reduced risk for the F-35B STOVL aircraft. The contract ceiling is $1.5M. The contract type is anticipated to be Cost-Plus-Fixed-Fee Term over a period of five years. The period of performance consists of one base year plus four option years with performance commencing approximately May 2004. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
