Description
The Naval Air Systems Command, Patuxent River MD, intends to award a sole source cost type order against Basic Ordering Agreement (BOA) N00019-03-G-0003 to United Technologies, Sikorsky Aircraft Corporation (SAC) in support of the MH-60R Multi-Mission Helicopter Program. This is the second of a three phase effort to replace the existing MH-60R Halon fire extinguishing system with non-ozone depleting substance, which will shall have the same level of fire extinguishing capacity/efficiency as the current system. SAC shall provide the preliminary design and analysis necessary to further define the non-Halon aircraft engine and APU Fire Extinguishing system and the aircraft modifications required to implement the candidate system selected in Phase I. This effort will result in the delivery of a risk reduction test article that can be used to accurately simulate an H-60 engine nacelle fire, a non-Halon fire extinguishing system prototype which will be installed in the test article and associated test plans and test data results. As the sole designer of the MH-60R air vehicle, SAC is the only known source with the knowledge, experience, and data to perform this effort. To award this contract to another vendor would result in excessive duplication of effort and costs to the Government.
