Description: The Department of Homeland Security intends to issue a firm fixed price contract on a sole source basis with Orion Electronics under the authority of 41. U.S.C. 253(c)(1)for a device that can be tracked (not using GPS) worldwide to within 1000 yards, be located on average of better than once per hour, has the ability to transmit GPS data with its instant and history of positions, operates on less than 5 volts DC, and is smaller than .75 x 2 x 4 inches.
