- Request For Proposal (RFP) for National Stock Number (NSN) 1630-00-186-8698, LTC04104020145, Plate Assembly in accordance with Goodyear Tire and Rubber Co. Cage: 73842, P/N 9535954 Revision ?C?. Other sources listed in the AID are Aircraft Braking Cage: 0B9R9 and Lockheed Martin Cage: 25500. Requirement is for an Indefinite Quantity Contract. Defense Supply Center Richmond (DSCR) does not have an approved Technical Data Package (TDP) available for this NSN. This RFP will be issued as Unrestricted Other Than Full And Open Competition. This is a Navy Identified Critical Safety Item. No Electronic Bulletin Board (EBB) or Internet Quoting Services (IQS) proposals will be accepted for this solicitation. Automated Best Value System (ABVS) applies. Proposals will be based on the Estimated Annual Demand quantity (204 each for the base year and 204 each for each of the four option years. The award will be based upon a combination of delivery, price, past performance, and other evaluation factors as described in the solicitation with delivery and price being more important. FOB at Origin; Inspection and Acceptance at Origin.
