Description
CONTRACT INFORMATION: The Natural Resources Conservation Service in South Carolina requires the services of an Architect-Engineering (A-E) firm for a multidisciplinary Indefinite Delivery-Indefinite Quantity (IDIQ) Contract. The acquisition process is being conducted in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. This announcement is open to all firms regardless of size. The North American Industrial Classification System (NAICS) code is 541330, which has a small business size standard of $4 million in average annual receipts over the previous three fiscal years. Firms will be selected for negotiation based on demonstrated competence for the required work. The government contemplates negotiating with and awarding a contract to the firm it determines is best qualified to perform the required work. The contract will be for an initial period not to exceed one year with options to renew for three periods not to exceed one year each. The contract will obligate the Government to issue task orders totaling not less than $10,000.00 over the life of the contract. The total value of all task orders issued during either the initial contract period or any one renewal period may not exceed $50,000.00. Task Orders will be awarded primarily for small projects for which the cost of construction, if any, is expected to range between $5,000.00 and $80,000.00. Each task order shall be awarded as a fixed price contract based upon the successful negotiation of the contractor?s cost proposal and time of completion for the services requested. Any limitation to the number or magnitude of task orders that the contractor is obligated to accept during a given period of time shall be negotiated and stated in the contract. Award of the first task order is anticipated to be on or about June 1, 2004. PROJECT INFORMATION: Work will include civil, agricultural, and/or environmental engineering or ecological science services consisting needed to plan, design and supervise construction of Partners for Trout (PFT) projects. The two types of PFT projects, Rosgen-type stream restorations and cool water releases for impoundments, will include features such as access road stabilization, whole tree revetments, bendway weirs, critical area planting, sheltered tree buffers, and other designated conservation/engineering practices on site. Activities will typically include one or more of the following: (1) developing or procuring regional curve data for Rosgen-type designs; (2) visiting project sites and attending office sessions with multi-discipline groups consisting of planners, biologists, regulators, landowners, and others; (3) performing engineering surveys, geologic and soils investigations; (4) performing soil mechanics field analyses, plant identifications, channel surveys, as-built measurements of existing embankment dams; (5) designing and preparing engineering, environmental and biological drawings, specifications, and other items necessary for an adequate contract statement of work or contract modification; (6) preparing estimates of cost and performance time for contracts and contract modifications; (7) participating in multi-discipline technical reviews of proposed bid packages and modifying plans based on results of these reviews; (8) attending or conducting pre-bid site showings to permit prospective bidders to acquaint themselves with the contract requirements and with site conditions and any other factors that may impact the work; (9) performing construction contract management and oversight activities including layout, inspection, certification of completion, review and comment on shop drawings, approval of proposed materials and plant selections, quality assurance testing for items such as concrete placement, pipe installation, geotextile/riprap placement, and earthfill compaction, and (10) preparing as-built documents. All services will be performed in accordance with NRCS standards, specifications, and documentation requirements contained in Section IV of the Field Office Technical Guide, the National Engineering Handbook, and the Engineering Field Handbook. LOCATION: The sites for which the PFT project services are required are predominantly in the counties of Greenville, Oconee and Pickens, South Carolina. Tasks may involve site visits or material selections in North Carolina, South Carolina and Georgia. SELECTION CRITERIA: See Note 24 for a general description of the A-E selection process. Submittals must address each of the below listed selection criteria in the sequence listed: (1) Specialized Experience that demonstrates the expertise of the firm in the types of work required; (2) Professional qualifications of experienced key personnel and consultants; (3) Capacity of the firm to perform the work; (4) Knowledge of NRCS policies and procedures; (5) Past performance on contracts involving the services required herein; and (6) Physical location of the firm in relation to the project sites. Firms will be scored relative to the above criteria and ranked based on qualifications necessary for the satisfactory performance of the type of professional services described in this notice. The above selection criteria are listed in their order of importance with criterion number one to be given the most weight and criterion number six to be given the least weight. A firm?s qualifications and experience relative to stream restoration work will weigh heavily in its rating for selection criteria 1 and 2. PRELECTION CRITERIA: Project manager for any task must be a professional engineer registered in South Carolina. SUBMITTAL REQUIREMENTS: Interested firms having the capabilities and qualifications to perform this work must submit four copies of the complete package in hard copy to the following address: ATTN: Frank Killian, Contracting Officer, USDA, NRCS, 1835 Assembly Street, Room 950, Columbia, SC 29201. Submittals are due May 12, 2004 by 4:00 PM local time. Submittals must be received no later than the stated time and date to be considered for a resulting contract. Submittals must include the following: (1) SF 255 (11/92 edition) for the prime firm, specifically addressing the requirements of this announcement. Include a point of contact and phone number in block 8c of the SF 255. In Block 10, describe the firm's over all Design Quality Management Plan. A detailed contract-specific Design Quality Management Plan, which includes quality control and quality assurance plans, will be prepared for Government approval as a condition of the award of each task order, but is not required with this submission. In Block 10, also indicate the estimated percentage involvement of each firm on the proposed team. (2) SF 254 (11/92 edition) both for the prime firm and for all subcontractors. Include the state, year, and discipline for each professional registration cited. Identify proposed sub-consultants for all disciplines including civil, agricultural, environmental, geotechnical, and soil mechanics engineering. Include the qualification of personnel and description of facilities, materials, equipment and services to perform the type of tasks described by this notice. (3) An Organizational Chart indicating all key personnel (prime and consultants) to be utilized under this contract, including their office addresses, telephone/fax numbers and e-mail addresses, (4) Other information needed for evaluating the firm with respect to the stated selection criteria. This constitutes the entire solicitation and is not a request for proposals. There will be no solicitation package further created for this requirement. Interviews for the purpose of discussing prospective contractors? qualifications will be conducted either in person or by teleconference.
