Description
NOTICE OF INTENT TO SOLE SOURCE. The National Institute for Occupational Safety and Health, ALOSH, Morgantown, WV requires advanced mathematical statistical consultation services in support of the NIOSH/HELD Biostatistics Branch. The expertise of a statistician(s), with training in applied and mathematical statistics, and computer programming, will be utilized to provide statistical and programming support for projects within the Biostatistics Branch of the Health Effects and Laboratory Division, NIOSH. Programming expertise must include the following: SAS programming; SAS Macro programming; and programming with the R statistical language. Such projects include: 1) consultation on experimental study design for evaluation of occupational exposures and disease; 2) sample size and power estimates for observational and experimental designs; 3) data analysis to statistically evaluate the effects of exposures and treatment interventions on toxicity and/or disease; 4) computer programming for cluster analysis, data mining, microarray and proteomic analysis, functional data analysis, nonparametric regression and nonparametric discriminant analysis; 5) statistical programming, computer simulations, and other data management-related tasks. It is anticipated that one FTE support of a statistician over the course of 12 months represents the estimated time needed to provide the necessary statistical analysis and advice. The statistician must physically reside at the NIOSH facility in order to meet regularly with NIOSH investigators and to use on-site NIOSH computer services. This notice is issued for informational purposes only. Any interested party may submit a capabilites statement to be received in the contracting office no later than fifteen (15) days from the date of this announcement. This is a simplified acquisition with an estimated value of less than $100,000. The intent of this synopsis is to determine if any sources exist, therefore, no solicitation will be issued. If no responses are received within 15 days, award will be made to West Virginia University Research Corporation, Department of Statistics. Award will be made under the authority of 41 U.S.C. 253(c)(1) without further notices being issued. All responses received shall be considered by the Government.
