- The Centers for Disease Control and Prevention in Atlanta, Georgia intends to award a cost-reimbursement type contract to a qualified offeror for a ?Strengths Based Case Management Training for ARTAS Demonstration Project. The purpose of this contract is to develop a curriculum and a training manual, and deliver training for case managers who are doing linkage case management. The curriculum and training manual will apply to multiple case manager settings in U.S. communities. The training will be of 10-18 case managers employed by the Antiretroviral Treatment and Access Study (ARTAS) demonstration cooperative agreement. The curriculum and training manual needs to be general enough to apply to case managers employed by a variety of U.S. agencies (community organizations, health departments, etc.) that have been delivering case management services to HIV-infected individuals. The main focus of the training component is to give case managers the skills needed to help clients identify strengths and resources useful in linkage to care. The training should incorporate a strengths-based methodology in order to assist clients in identifying resources that will allow them to engage in HIV care. This training should give new case managers adequate knowledge and skills needed to function independently and with very little supervision. The training is designed to complement the demonstration project described below. The recipient of this contract will need to produce a manual that will incorporate the curriculum that could be used by future organizations doing such training, as well as specifics related to how a case manager should perform linkage case management. The training shall include case managers from each site selected for the ARTAS demonstration project. It is anticipated that up to nine sites will be selected to participate in the ARTAS demonstration project. A final list of the sites will be provided to the successful offeror upon award. The date specified for receipt of offers will be approximately 30 days after the solicitation issue date, on or about June 8, 2004. The performance period under this contract will be two (2) years from date of contract award. The NAICS code is 541690 and only proposals received from small business concerns will be considered by the agency. See Numbered Notes 1 and 26. Paper copies of the solicitation will not be made available; however, the solicitation will be available for retrieval at www.fedbizopps.gov, on or about May 6, 2004. It will be the responsibility of individual offerors to monitor the above website for additional postings regarding this solicitation. Telephonic/facsimile requests will not be accepted.
