- Description
- The Health Resources and Services Administration (HRSA) is conducting a Sources Sought/Market Survey to locate Small Businesses, HUBZone, and/or 8a firms under NAICS Code 541611, capable of conducting a Comprehensive Health Workforce Study of Community Health Workers. The purpose of this contract is to provide a comprehensive, National picture of the community health worker (CHW) workforce and all the components that directly affect the workforce. Topics to be covered in the study include: overview of CHWs (roles and functions, socioeconomic and demographic characteristics, employers, training, certification and licensing, wages and reimbursement, career progression, and benefits including effectiveness), existing data sources and data needs and National, State and local/programmatic issues, an in-depth look at CHWs in 3 - 6 states, CHWs in HRSA-supported programs, and supply, demand and need for CHWs. The primary responsibilities of the recipient of this contract will be to provide knowledge, skills, and expertise to complete research and develop reports that analyze programs and provide a comprehensive, National picture of the community health worker (CHW) workforce and all the components that directly affect the workforce. The study is technically and methodologically complex and logistically extensive. The organization must have the extensive experience necessary to conduct national studies and large scale complex surveys, and possess extensive experience in exploring innovative approaches to such issues as: locating potential respondents, latest data collection methods, reduction of non-response rates, dealing with item non-response, development of sampling weights, statistical techniques to handle missing data and variance estimation for data gathered using complex survey design. Many of the tasks to be carried out in this contract require expertise in the subject matters, as well as experience in dealing in the multifaceted issues related to complex survey design, sampling methodology, data collection, and technical reporting. Interested organizations must demonstrate and document, in any Capability Statements submitted, extensive experience with, and the ability to perform, the above tasks. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, both Government and commercial contracts, providing references (with names, telephone numbers, and email address) and any other information serving to document the organization's capability. The Government anticipates awarding a two-year contract. This is not a Request for Proposals and does not commit the Government to award a contract now or in the future.
