- Description
- The National Heart, Lung, and Blood Institute (NHLBI) at the National Institutes of Health (NIH) for the National Institute on Drug Abuse (NIDA) intends to negotiate on a noncompetitive basis with Dr. William A. Corrigall, 48 Highland Park Boulevard, Thornhill, Ontario L3T 1B3, Canada, to provide services in support of the research project being initiated in the Division of Neuroscience and Behavioral Research (DNBR) at NIDA. The research is to conduct activities in the field of nicotine and tobacco addiction research in the areas of ligand discovery, disease mechanism discovery, model development, and the translation of preclinical discovery to early-stage development through multi-, inter-, and trans-disciplinary research efforts. Dr. Corrigall has a unique background and expertise in supporting and representing NIDA in the mission of drug addiction as it relates to tobacco, establishing initiatives in translational at the Translating Tobacco Addiction Research to Treatment RFA, ligand discovery and development research with the National Cooperative Drug Discovery Groups for Mood Disorders or Nicotine Addiction RFA and assisting NIDA at trans disciplinary tobacco centers. Dr. Corrigall has the knowledge in broad area of nicotine research from receptor function to the delivery of treatments in the community along with the research community. The period of performance is for twelve (12) months beginning on the award date of the contract. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 541710, size Standard 500 employees is applicable to this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2004-069, may be submitted to the National Heart, Lung and Blood Institute, Contracts Operations Branch, Procurement Section, Building RKL2, Suite 6042, 6701 Rockledge Drive, Bethesda, MD 20892-7902, Attention Ms. Cecilia Morales, Purchasing Agent.
