Description
FORMAL NOTICE OF A-76 COMPETITION SOURCING (NON-MEO) STREAMLINED STUDY FOR ESA/OLMS. This notice constitutes the formal announcement of the A-76 competitive sourcing study which shall be executed as a streamlined competition without MEO for the Branch of Disclosure and Examination, coded T820, T000 and Y415 under the OMB Circular A-76, dated 29 May 2003. NAIC Code is 561410. These services are located at the Department of Labor?s Office of Labor-Management Standards (OLMS), Employment Standards Administration, located at the Frances Perkins Building, 200 Constitution Avenue, N.W., Washington, D.C. The official start date is 4/21/04 until concluded under the Streamlined Competition process, but not later than 135 days. This streamlined competition will review 8 (government) FTE positions who examine and process annual union financial reports; receive, process, retrieve, secure and retire public disclosure files in the OLMS national office file room; provide public disclosure service to the public, union members and officials and government agencies; prepare certified copies of public disclosure reports filed with OLMS under the Labor-Management Reports and Disclosure Act and related laws for the use of law enforcement officials in legal proceedings. In addition, the study will examine 2-5 equivalent contractor man-years worth of workload, who scan reports for imaging and data capture at an off-site location. The scanning is currently supplemented by key entry as necessary to ensure a high level of accuracy. The imaged reports and the reported data are made available for public disclosure on the Internet. An RFP is currently being developed that will be released in final format on or about 25 May 2004. The RFP will be issued as a ?combined synopsis/solicitation under FAR Part 12 procedures. Vendors will have 14 from the time of posting to submit a quoted firm fixed price for the services listed. Any quotes received must conform to the RFP in all respects. Any quoted FFP received will be evaluated, and the lowest technically acceptable quote will be compared against the Government?s costs in order to make a determination as to whether the function should go contract or remain in-house as government operated. The purpose of the A-76 study is to determine the least costly and most efficient operation as prescribed in the Office of Management and Budget Circular A-76, ?Performance of Commercial Activities,? which sets forth the general policy of the Government to achieve economy and enhance productivity. The circular requires federal agencies to review their commercial activities (CA) functions to determine whether it would be more economical to continue operating them in-house (with Government employees) or under contract with commercial sources. The review will be conducted in accordance with Circular A-76. This synopsis serves to publish the official state at the FedBizOpps web site at www.eps.gov. The Competitive Sourcing Official (CSO) is Patrick Pizzella; the Agency Tender Official (ATO) is Lary Yud. The Performance Work Team leader is Bonnye Newkirk and the Human Resources Advisor is Lillie Hughes. The Contracting Officer (CO) is Robert Knauer, CPCM.
