Description
This is a combined synopsis/solicitation for commercial services in accordance with the procedures of FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the solicitation, proposals are being requested and a separate written solicitation will not be issued. This acquisition will be made utilizing the simplified acquisition procedures. NAICS code is 541360. This requirement is not set-aside for small business. The following provisions are incorporated into this notice: FAR 52.212-1 Instructions to Offerors?Commercial Items, FAR 52.212-3, Offeror Representations and Certifications?Commercial Items applies to this solicitation and the successful offeror will be required to provide all necessary certifications, FAR 52.212-4 Contract Terms and Conditions and FAR 52.212-5 Contract terms and conditions required by statutes. The scope of this project is to collect roughness and GPS data on paved roads in the Forest Highway Network. Roads are located in the states of Arizona, California, Colorado, Nebraska, Nevada, New Mexico, North Dakota, South Dakota, Utah, and Wyoming. Mileage on the network totals 3,057 miles of which 2,255 is in California. Roughness data will be collected using a South Dakota type inertial profile measuring device or equivalent built according to ASTM E950 standards. The profiler must collect the dynamic longitudinal profile of the pavement surface to calculate the pavement IRI roughness index and other indexes such as HRI and PSI according to ASTM E1926-98. Quarter car simulation will be used to provide IRI data for both the left and right wheel paths. Calculated roughness indexes need to be averaged and reported using the user defined interval of a tenth of a mile. GPS must be collected at intervals of no more than 5 seconds and must provide 5 meter accuracy after post-processing. A data collection report will be prepared that documents all fieldwork and ride statistics (IRI). All data, test results, and pertinent information will be provided in a report for each state. This will include but not be limited to the following: General summary of the designated roadways and field notes about any anomalies that might have influenced the results of the collected data; results of all field investigations including profile test results. Detailed road log for each route which includes starting and ending coordinates and accounts of any interruption in data collection. Reports shall include a database of IRI for each road segment in tenth mile increments. Fields in the database include FH route number, milepost by tenth mile, IRI right wheelpath, IRI left wheelpath, IRI average, and speed of the vehicle. ArcView shapefiles with processed GPS coordinates. All work is to be completed before September 30, 2004. FHWA will have the opportunity to review all deliverables and request corrections when necessary. Data collection progress reports will be submitted on a monthly basis from the start of the project until the deadline. Progress reports will include, 1, A list of all routes in which data collection has been made in that particular timeframe and 2, a copy of all field reports for the above routes. Field checks will be made by FHWA for three sites for each functional class that will be randomly selected across the entire network. Contractors should respond to this notice by submitting a brief description of their knowledge and experience in this type of work. Prices should be submitted in a lump sum basis to perform the work described herein. The Government will award this purchase order to the proposer whose proposal offers the best value to the Government on the basis of price, capability, and past performance.
