Description
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) Solicitation W91SMC-04-T-0005 is being issued as a Request for Quotation. (III) This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-14. (IV) This acquisition is reserved for small business concerns; however, the Government is accepting quotes from large businesses. In the event of insufficient small business concern participation, award will be made to a participating large business. The Government intends to issue a single award to one offeror. The associated North American Industry Classification System (NAICS) code for this acquisition is 238330, standard industrial classification (SIC) code is 1752, small business size $12,000,000.00. (V) Commercial Item Description: The 182 Airlift Wing Illinois Air National Guard is soliciting non-personal flooring supplies and services located throughout the facility. The contractor is to provide all manag ement, tools, equipment, materials, supplies, transportation, labor, and supervision necessary to accomplish the work in accordance with the Statement of Work (SOW) dated 10 Mar 2004. All work will be performed as required by issuing a task order to the c ontractor. Quantities: the required quantities are not known at this time. Therefore, minimum-maximum quantities are estimates based on actual history and/or anticipated requirements. The quantities may fluctuate up or down for each subsequent delivery order. The minimum order is $2,500.00; the maximum order is $25,000.00 per delivery order. The guaranteed minimum value of this contract is $2,500.00. The maximum number of buildings is five (5) and the maximum number of square footage is 7200. The Gov ernment only has an obligation to issue one or more orders for the total MINIMUM value during the Basic Contract Period. The Government anticipates awarding an indefinite-delivery indefinite quantity (IDIQ) contract resulting from this solicitation, to th e responsible offeror whose offer conforming to the solicitation will be the best value to the Government. Best value considerations will be based on Performance Price Tradeoff (PPT) procedures. Pricing will be evaluated based on quotes received for the guaranteed minimum order. Guaranteed MINIMUM order is for the removal of an existing floor system and installation of a new resilient floor system consisting of a gross area of 1520 square feet which shall be in accordance with the SOW. At least three pas t performance references shall be submitted with the following information: project number, date of services, point of contact and telephone number. The Government reserves the rights to make multiple awards. Task Orders will be Firm Fixed Price (FFP). Basic Contract Period will be on or about 01 Jun 2004 through 31 May 2005, with 2 Option Periods, 01 Jun 2005 through 31 May 2006 and 01 Jun 2006 through 31 May 2007. Offerors must quote for the guaranteed minimum order. (VII) The solicitation and all subsequent notices and amendments will be posted on the Internet at: http://nationalguardcontracting.org. A site visit will be held prior to the offer due date. The date of the site visit will be included in the solicitation and will be posted as a notice on http://nationalguardcontracting.org. All indi viduals wishing to attend the site visit must pre-register by submitting the following information either by fax (309) 633-5539 or email (Melissa.grice@ilpeor.ang.af.mil) at least 24 hours in advance of the date and time stipulated for the site visit. If an amendment is issued, normal procedures relating to the acknowledgement and re ceipt of solicitation shall apply. Award can only be made to contractors registered in Central Contractor Registration (http://www.ccr.gov) (X) Quotes will be due to the 182 Airlift Wing/MSC 2416 S.
