- Description
- This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.6 as supplemented with the additional information included in this notice. This requirement is to establish a Firm Fixed Price, Level of Effort contract for Classification and Staffing Support Services for the Direct Reporting Program Manager, Advanced Amphibious Assault (DRPM AAA), Woodbridge, VA. Award will consist of the base period of contract award through 30 September 2004, and 3 one-year option periods. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The NAICS code for this procurement is 541612. MCSC requests responses from qualified sources capable of providing the Classification and Staffing Services outlined below. Estimated Level of Effort is 1440 man-hours per fiscal year. 1) Provide organizational development, position management, and recruitment/staffing services designed to target hard to-fill positions requiring unique professional, scientific and engineering skills for the DRPM AAA. In applying good position management, the contractor shall balance the type of position with a grade level commensurate with the work performed in order to accomplish the organization's mission. 2) Provide DRPM management with creative approaches to recruitment and provides information on Federal Human Resources and OPM policy. 3) Develop and prepare vacancy announcements, coordinate with the Human Resources Services Center (HRSC) the publication of vacancy announcements on the Internet web pages, and ensure accuracy of final products in accordance with technical instructions. 4) Coordinate all recruitment actions from start to finish with the HRSC to include entering the recruit action into the Modern Personnel System, preparing and attaching the appropriate paperwork/forms to the recruit action, sending the action electronically through the Modern Personnel System to the HRSC for proper coding, and entering the position into the Defense Civilian Personnel Data System. 5) Coordinate entry on duty dates with losing personnel offices and new hires coming aboard. Notify all new hires of their start date, grade and step authorized by DRPM management, and other pertinent entry on duty information. Obtain SF-75 information from personnel offices where the employee is transferring from and use that information to enter the individual into the Modern Personnel System under the new position. Track and close out entries in the Modern Personnel tracking system. 6) Confer with management officials regarding salary issues in the cases where recruitment flexibilities are applied. Examples of recruitment flexibilities include cases of new hires coming from private sector being hired at a rate above step one of the grade level being offered. 7) Keep DRPM management fully informed of recruitment status and efforts. Answer routine questions on status, procedures, and processes. 8) Provide advice and guidance to DRPM management in the design of individual positions and/or organizational segments to achieve efficiency and economy of operation. 9) Provide advice with regard to professional written classification audit and evaluation of current and new position descriptions based on input of new and updated position descriptions from DRPM management. 10) Provide advice regarding the application of proper OPM/DON Classification and Job Grading Standards and review of OPM appeals files to ensure accurate interpretations and application. 11) The contractor shall ensure its employees (1) clearly identify themselves as contractor employees, (2) have no decision-making or approval authority, (3) do not represent themselves as Government employees or representatives and (4) do not provide legal advice. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items is incorporated by reference. FAR 52.212-2 Evaluation Commerical Items is incorporated by reference. Addendum 52.212-2 para (a): shall state: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Relative Capability to meet the Government requirement. The Government will evaluate each offeror's relative capability on the basis of the breadth, depth, and relevance of experience to the work that will be required under the prospective contract. The Government prefers experience in: 1. Department of Navy Staffing and Recruitment Processes to include STAIRS 2. Staffing services with an emphasis on hard to fill positions requiring unique professional and engineering skills 3. Knowledge of the Department of Defense Modern Personnel Processing System 4. Position Management and Organizational Development assisting with the design of individual position descriptions 5. Delegated Examing Authority 6. Detailed resumes (limited to three (3) pages per person) are required for each key person who will perform the contract. Resumes will be submitted in the Contractor’s own format. (ii) Past Performance. The Government will evaluate the offeror’s past performance on similar efforts. Contractor shall provide all information necessary for the Government to contact previous customers including POC’s name, phone number, email, Government contract number if applicable, dates of performance, and synopsis of work performed Offerors without past performance information will be evaluated with a neutral rating.. (iii) Price. The Government will make comparisons among the offerors and will select the offer, which represents the best value to the Government. The Government reserves the right to award to other than the lowest price offeror. The non-cost evaluation factors (Relative Capability and Past Performance) are significantly more important than price. However, in making the Government’s best value decision, the importance of price as a factor will increase with the degree of equality in the non-cost factors of offeror’s solicitation responses. The Government intends to evaluate offers and a contract WITHOUT discussions with offerors. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Therefore, each initial offer should contain the offerors best terms from a cost or price and technical standpoint Offerors shall include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications Commercial Items and DFARS 252.212-7000 Offeror Representations and Certifications Commercial Items with their offer.
