The United States Department of Transportation (DOT), Research and Special Programs Administration (RSPA), Volpe National Transportation Systems Center (Volpe Center) is conducting market research for information and planning purposes. This synopsis does not constitute a solicitation and is not to be construed as a commitment by the Government to purchase any or all of the below listed railroad maintenance equipment. The Government will not pay for any effort expended in responding to this notice. The Volpe Center in support of the Iraq Provisional Authority is seeking contractor support that can manufacture or provide any or all of the following railroad maintenance equipment: (1) Dynamic Stabilizer (Qty 1) - self propelled track maintenance equipment used to vib rate the track ballast to increase track stability shall be the manufacturer's standard commercial product, solicitation may require optional equipment. (2) Ballast Cleaning Machine (Qty 3) - self propelled track maintenance equipment used to dig and stabilize underneath track rail and sleepers, shall be the manufacturer's standard commercial product, solicitation may require optional equipment. (3) Track Laying Train (Qty 1) - self propelled track maintenance equipment used to lay new and replacement of rail track, shall be the manufacturer's standard commercial product, solicitation may require optional equipment. (4) Production and Switch Tampers (Qty 3) - self propelled track maintenance equipment used to compact and consolidate ballast material underneath track rail and sleepers, s hall be the manufacturer's standard commercial product, solicitation may require optional equipment. (5) Sleeper Changer Machines (Qty 6) - self propelled track maintenance equipment used to compact and consolidate ballast material underneath track rail and sleepers, shall be the manufacturer's standard commercial product, solicitation may require optional equipment. (6) Ganger Trolleys (Qty 20) - modern and reliable vehicle specially designed to carry passengers and material for track construction and maintenance under the most severe climatic and working conditions, shall be the manufacturer's standard commercial product, solicitation may require optional equipment. (7) Ballast Regulator rail cars (Qty 3) - self propelled track maintenance equipment used to distribute stone ballast ov er the track structure, shall be manufacturer's standard commercial product, solicitation may require optional equipment. Interested parties must respond to this announcement in writing by 4:00p.m. EDT, May 7, 2004. Interested parties are requested to provide company literature/correspondence that states the offeror's capabilities to comply with one or all of the above required items. Each offeror must include an estimated delivery schedule for each item offered. Each offeror must state size status as to a large or small business. (25 pages maximum per each piece of equipment). Telephonic requests will not be honored. The North American Industry Classification System (NAICS) code is 336510 with a size standard of 1000 employees. All data received in response to this announcement ma rked or designated, as corporate or proprietary information will be protected from release outside the Government in accordance with the Freedom of Information Act and Privacy Act provisions. This is NOT a Request for Proposal (RFP), Invitation for Bid (IFB), or an announcement of a solicitation, and no solicitation package exists. The sources sought announcement is a request for informational purposes only. It is a market research tool being used to determine potential and eligible firms capable of producing the railroad equipment described above. The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender. Statements of Capabilities must be received by the Government on or before 4:00 p.m., local time, May 7, 2004 to be considered. The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned, and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related c ontracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance, and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
