Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. There is NO solicitation for any action at this time. This synopsis is issued for the sole purpose of the 81st Contracting Squadron to conduct Market Research on project entitled Repair Runway at Keesler Air Force Base, Mississippi. The National Industrial Classification Systems (NAICS) Code is 237310, and size standard is $28.5M. The selected contractor shall provide all labor, materials, transportation, tools, equipment, and services necessary for the repair/replacement/rerouting of the storm drain system as necessary and stabilizing the sub grad/base course beneath the runway. The AC portion of the runway will be milled and repaved to establish transverse grades at a 2% slope (1% minimum) and to provide a suitable surface for operating assigned aircraft. Areas pf the PCC portion of the runway, which are damaged or cause significant ponding will be identified for replacement. Joint seals in PCC pavement will be inspected and failed seals will be identified for replacement. The new areas of pavement will be grooved and the entire runway will be painted to Air Force standards. Based on the responses received from the announcement, the Government will follow the procedures set forth in the Federal Acquisition Regulations, and supplements thereto, to determine whether this requirement will be set aside for 8(a), Hub-Zone, or full and open competition. All firms expressing interest must be able to demonstrate qualifications necessary to accomplish this work in accordance with the statement of work as well as the drawings. Interested firms are requested to submit capability statements in writing to Mrs. Kathleen Dellenger by close of business on 10 May 04, stating the following: (a) Whether your firm is 8(a) or Hub-Zone, (b) General capability statement indicating the ability to perform the scoped project with no delays, to include company experience, superintendent?s qualifications, personnel qualifications, number of qualified personnel, company owned equipment, etc., (c) Contracts (Commercial or Government) relating to the repair of runways, (d) Contract numbers, (e) Dollar Value, (f) Dates of Performance, (g) Scope of work performed on listed contracts. (h) Procurement Office and Point of Contact. The capability statement should evidence relevant experience in the above areas and include the information requested in this announcement. If subcontractors will be utilized in the performance of this contract, a capability statement shall be provided for each subcontractor and shall be shown separate from the contractor?s qualifications. These statements of capability shall identify specific areas to be subcontracted and the subcontractor?s qualifications/capabilities. The subcontractor?s capability statement shall indicate the same information listed in item (b) above. The Government reserves the right not to contact firms who fail to supply the required information within the time specified in this statement.
