- AMENDMENT #2 The minimum requirements for the chiller has been modified to clear up some issues regarding options. The revised document is posted at http://www.pixs.wpafb.af.mil/. The due date for quotes has been extended one additional day, from 22 April 2004 to 23 April 2004. AMENDMENT #1 The minimum requirements for the chiller is amended to read as follows: Previous: New chiller shall use existing 480 Vac 3 phase power New: New chiller shall use existing 440 Vac 3 phase power The due date for quotes remains unchanged. CARRIER 20-TON PROCESS CHILLER. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation #FA8601-04-T-0044 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-21. This acquisition is open to small or large businesses. The associated NAICS 333415. The size standard is 750 employees. This RFQ is being conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). No paper copies of this solicitation will be provided. This RFQ has one line item. Quotes are being requested on a brand name only basis. Line Item 0001: One each Carrier 20-ton Process Chiller, including installation. Installation includes constructing a 4' x 9' cement pad, connecting the new chiller it to existing lines and power, installing a new remote indoor panel and electrical disconnect, and start-up and testing of the system. The existing Carrier 10-ton process chiller (AQUASNAP Model 30RAN010A- 611DT) was installed with wiring and plumbing from Carrier for a future expansion unit. The new Carrier 20-ton process unit must be able to communicate with the existing unit. The two units must be 100% compatible via the internal and external control units. Minimum specifications for the 20-ton process chiller is available http://www.pixs.wpafb.af.mil/. The government intends to award a purchase order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate quotes: price, technical, past performance, and delivery time. Responding contractors shall include quotations and descriptive literature with their response to allow the government to make a complete evaluation and appraisal of the offering with respect to the requirements set forth in this combined synopsis solicitation and the salient characteristics document. A site visit will be held at 9:00 AM, on Thursday, 15 April 2004. Any contractors wanting to attend must provide a list of attendees to the point of contact listed below NO LATER THAN 2:30 PM, FRIDAY, 09 APRIL 2004. The list must include each individual's name, social security number, company name, phone number, and e-mail address. This information is required so that individuals can be cleared for base access. A copy of FAR Clause 52.212-3, Contractor Representations and Certifications- Commercial Items, must be completed and submitted with quotation. A copy is available under this solicitation number at http://www.pixs.wpafb.af.mil/. Delivery and installation is required within 45 days from date of award. FOB point is Destination (Wright-Patterson AFB OH 45433). Quoted prices must be DELIVERED (F.O.B. Destination) prices. The following DFARS Clauses apply to this acquisition: DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders--Commercial Items (for paragraph (b), the following applies: 252.225-7001, Buy American Act and Balance of Payments Program); 252.204-7004, Required Central Contractor Registration. IMPORTANT NOTICE TO CONTRACTORS: Any award resulting from this solicitation will include DFARS Clause 252.237-7003, Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act for Fiscal Year 2001 requires any claims for payments (invoices) under DoD contract to be submitted in electronic form. Wide Area Workflow-Receipt and Acceptance (WAWF- RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Contractors must complete vendor training, which is also available at no cost, at http://www.wawftraining.com. Prior to submitting invoices in the production system, contractors must register for an account at https://wawf.eb.mil/. Contract financing will NOT be provided for this acquisition. Contractor must be registered in CCR prior to award. The Government will make an award from this request for quotation to the responsible quoter whose quote will be most advantageous to the Government. The Government reserves the right to not make an award at all. By submission of a quote, the quoter acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation.
