Description
DESCRIPTION: Systems Engineering and Technical Assistance (SETA III) Service Contract ? Sources sought for Advisory & Assistance Services (A&AS) (ref FAR Part 37.2) at Headquarters Air Force Special Operations Command (HQ AFSOC), Hurlburt Field, FL. SETA III will provide various A&AS and Non-A&AS support to HQ AFSOC directorates and other Special Operations Forces (SOF) activities. SCOPE OF CONTRACT: HQ AFSOC has a continuing requirement for contract support on a worldwide basis for both A&AS and Non-A&AS services. SETA III A&AS support includes: Management and Professional Support Services; Studies, Analyses, and Evaluations; and Engineering and Technical Services and all Non-A&AS services necessary to support the mission. All HQ AFSOC directorates are considered primary using activities for this contract effort; however, other organizations and agencies assigned to directly support, or be supported by HQ AFSOC may require similar A&AS or Non-A&AS services on an ?as needed? basis, i.e.,16th Special OperationsWing, 919th Special Operations Wing (AFRES), Warner-Robins Air Logistics Center (WR-ALC) and other SOF entities. Any AFSOC directorate, as well as, any supporting or supported agency, may order these services as long as requirements are within the scope of this contract and comply with all federal guidelines. GENERAL CONTRACT WORK: The Basic Contract SOW will define general Task Order (TO) requirements and a list of mission descriptions for the various HQ AFSOC directorates (or functional areas) which may need support. The general nature of the work to be performed for any HQ AFSOC directorate shall be technical analyses and assessments in furtherance of requirements and related activities on the systems identified in each Task Order. This requirement mandates that the contractor maintain cognizance of, and expertise in, key technical and programmatic issues regarding the programs assigned to each applicable directorate. The nature of this work will at times demand that the contractor be capable of quick response to tight deadlines. The contractor may be required to analyze position papers, plans or briefings, or may be required to evaluate technical issues on short notice. SERVICES SHALL INCLUDE, BUT ARE NOT LIMITED TO: Technical expertise of plans, programs, and process development; coordination of exercise planning / analysis, tactics, mobility / deployment, crisis action team; standardization and evaluation of programs; space operations; operational training support and mission management; database maintenance, management, and software development; software engineering; SOF equipment testing; future capabilities planning; highly skilled technical assistance for Joint Strategic Planning System (JSPS); Joint Operation Planning and Execution Systems (JOPES); Joint Strategic Capabilities Plan (JSCP); United States Air Force War and Mobilization Plan (WMP); Theater War Plans; Deliberate Planning; Crisis Action Planning; Modeling and Simulation and effectiveness analysis; represent AFSOC at meetings and conferences concerning operational training issues; assistance in the development, integration and acquisition issues; provide technical assistance and logistical supply / maintenance support; scheduling Air Expeditionary Force rotations, aircraft consolidated training scheduling, and monitoring aircrew and unit readiness for operational deployments; specialized logistics and technical services in support of current HQ AFSOC weapon systems and transfer / integration of the Combat Search and Rescue (CSAR) mission and assets; evaluate management and integration issues of current SOF and CSAR / Rescue systems, identify potential impacts of proposed actions, analyze potential solutions and develop decision briefings for leadership; command & control, communications, and intelligence activities to name a few. As command roles and responsibilities have expanded in the past, the range of A&AS support expanded as well to provide more varied and intensive analyses of technical, cost, and programmatic issues. This contract will serve as a vehicle to provide further broadened technical and analytical tools, support or improve policy development, management, and administration, or improve the operation of systems supporting the AFSOC mission. The command also requires various forms of support during several phases of planning, programming, acquisition, and implementation cycles of various Government systems, and will need to complement the Government's technical expertise in accomplishing its' mission. All services requested under the Statement of Work (SOW) are non-personal in nature and will be requested by a Task Order generated by the applicable functional area and the Contracting Officer (CO). EXAMPLES OF SPECIALIZED EXPERIENCE: Knowledge of the C-130 AMP / Common Avionics Architecture for Penetration (CAAP) program; recent SOF / Rescue / CSAR experience, Air Force Rescue Coordination Center (AFRCC) or AOC RCC / JSRC experience; avionics to include Enhanced Situational Awareness (ESA) systems, low probability of intercept (LPI) terrain-following/terrain-avoidance systems, LPI rendezvous transponder beacons, electronic warfare (EW) systems, communications systems, real time intelligence to the cockpit (RTIC) / real time intelligence out of the cockpit (RTOC), the Special Threat Avoidance Receiver / Transmitter (START), and navigation / situational awareness systems. MAJCOM level staff experience, and CSAR transfer to AFSOC experience strongly desired; recent fixed-wing; aircrew flight experience as a pilot or navigator, acquisitions familiarity, Special Program Office (SPO) interaction experience, recent pararescue experience in both AFSOC ST and CSAR / Rescue, career field training management, operational equipment procurement / programming; management and influential leadership required; Advanced Skills Training (AST) instructors must have possessed a 7-level as a Combat Controller (CCT) or Pararescueman (PJ), be able to effectively convey their Air Traffic Control and/or Pararescue expertise in the field to the students in the academic environment; AST CCT Instructors must also maintain a Class III Flight Physical to be able to control air traffic; PJ Instructors must maintain their EMT-I rating; AST instructors must have the ability to evaluate, instruct, or mentor students; special tactics, techniques, and procedures as an operator or equivalent; CLEARANCE REQUIREMENTS: The majority of the TOs require personnel to hold a SECRET clearance. Several TOs require Top Secret (TS) or TS / Sensitive Compartmented Information (SCI). Employees working TS/SCI tasks shall be capable of being cleared for applicable Special Access Program (SAP) in-briefs in limited time. It is highly desired that a favorable Single Source Background Investigation (SSBI) was conducted within 5 years of contract award. Contractor employees requiring clearances must have the clearances in place prior to beginning work or access to classified information. The contractor shall provide a copy of the applicable security clearances to both the Contracting Officer (CO) and the Contracting Officer Representative (COR) prior to starting the task. GENERAL INFORMATION: This acquisition will be set-aside for small business under NAICS 541330 utilizing Standard Size Code of $23M. Anticipate multiple awards of non-commercial Indefinite-Delivery / Indefinite-Quantity (IDIQ) Contracts. Total contract length will not exceed 5-years. Task Order length will be up to 1-year with logical follow-ons issued as required. Total estimated value not to exceed $75M inclusive of all TO awards. Minimum guarantee of $100K per contractor. Anticipate up to three (3) contract awards; however, the Source Selection Authority (SSA) may elect to award only one contract if it is determined that only one offeror is capable of providing the services required at the level of quality required. Contracting method will be in accordance with FAR Part 15, DFAR 215; and AFFARS 5315. The Government will reserve the right to award without discussions. Source Selection Procedures will be in accordance with AFFARS 5315.3 ? Median Procedures > $10M to < $100M. This is not a RFP and is not to be construed as any commitment by the Government. It is not the Government?s intention to enter into a contract based on this notice or to otherwise pay for information solicited.
