Description
P.O.C. concerning this notice is Major Kenneth Burger @ (229) 639-8562. The Program Manager, Nuclear, Biological and Chemical Defense Systems (PM NBC DS) of the Marine Corps Systems Command is looking for contractors with the ability to provide Contractor Logistics Support (CLS) to Federal, state, and local responder agencies that may operate in the Consequence Management arena. Consequence Management refers to the measures to protect public health and safety, restore essential government services, and provide emergency relief to governments, businesses, and individuals affected by a deliberate or inadvertent release of chemical, biological, radiological, nuclear, and high-yield explosives (CBRNE) with the potential to cause high casualties and significant levels of destruction. The PM NBC DS supports the Department of Defense (DoD), Military Services, Secret Service, National Guard, and other Federal, state, and local agencies with services, equipment procurement, supply chain management, life cycle management and training in all areas of Interoperable Consequence Management. This is notice of intent to issue a solicitation to furnish contractors who are capable of providing CLS in the following areas: Program Management, Human Resource Management, Prime Vendor Support, COTS Equipment Procurement, Maintenance and Warranty Management, Inventory Management, Dedicated Logistics Support, Life Cycle Management and Training Support. Contractors will also be required to provide integrated logistics support through use of an Internet based Information Technology (IT) system that provides requisitioning, order processing, budget management, asset visibility, life cycle management information, and archiving. The Government anticipates the use of a Performance Based Service Contract with incentives. Contract period is one (1) base year with four (4) one year options. A draft Request for Proposal (RFP) will be posted on the Navy Electronic Commerce Online (NECO) website: www.neco.navy.mil on or about 28 April 2004 and will conclude with a bidder?s conference on or about 12 May 2004 in the vicinity of Cortlandt Manor, NY.
