- The purpose of this amendment is to answer the following questions: 1. Grants are generally not reimbursed. Is it correct to assume ADF extends its grants without expectation of reimbursement? Is there a Grant reimbursement mechanism, such as the ?Community Reinvestment Grant?, attached to all or some grants? 1. ADF provides some community reinvestment grants where grant recipients agree to reimburse/contribute a portion of the original ADF grant to a local community trust for investment in other grassroots projects. 2. What projects have been done by ADF in the last 2 years in Zambia and in Swaziland? 2. In both countries ADF began start-up programming in 2003. To date ADF has awarded two grants in each country; however, beginning this year ADF expects to award 8 to 10 grants per year in each country. 3. Is there currently any ?Partner Cooperative Agreement? in place in Zambia and/or in Swaziland? 3. Yes, ADF has a cooperative agreement in place in Zambia. In Swaziland, ADF is still considering whether a partner cooperative agreement is the best approach or whether to use another mechanism. 4. What is ADF budget for the position? The Rep budget is determined based on annual work plans for the Rep. 4. This information may be discussed further during the interview stage with the top candidates or at the time of award. 5. What is the operational budget for the ADF Zambia office and for ADF Swaziland office? 5. There is a country grant budget of approximately $1 million per year in each country. 6. What office facilities are available in Zambia?, in Swaziland? 6. The Rep office will be located in Lusaka, Zambia. The office will be acquired by June 30, 2004. ADF will lease a small office in Swaziland. Addition information may be discussed during the interview stage with the top candidates. 7. How many staff are working directly or indirectly for ADF in Zambia?, in Swaziland?, what are the staff qualifications? 7. The partner in Zambia has 4 full-time professionals and 3 admin support staff. In Swaziland, ADF will have two additional staff. Additional information may be discussed during the interview stage with the top candidates or at the time of award. 8. In the selection process, what are the relative weights (in %) given to the technical proposal, to the cost proposal, to other soft issues, such as personality, gender, ethnicity? 8. The selection process involves an evaluation process in three separate phases and in descending order of the evaluation criteria. Evaluation Process-3 Separate Phases: Phase 1) Initial screening of Skills and Knowledge: Only offerors who meet the requirements under Skills and Knowledge will pass the initial screening and be rated on the remaining Evaluation Criteria. Phase 2) Scoring of Evaluation Criteria: If the offeror meets the requirements of phase 1 they will then be scored on the Evaluation Criteria. Phase 3) Interview of Top Candidates: Based on Initial Screening and Phase 2 evaluation scoring, the top candidates will be contacted for interviews. The interview will be evaluated based on verbal communication skills that clearly articulates their working experience as it relates to the SOW, ability to work with ADF senior staff and African Representatives, and experience in providing timely deliverables. Evaluation Criteria. Each offeror?s proposal will be evaluated according to the following factors: Comprehensive knowledge of economic development realities and the issues affecting small enterprises and community groups in developing countries, particularly in Southern Africa. On the ground (preferably in Africa) hands-on management and leadership experience with trade and investment, small enterprise, NGO capacity building and/or HIV/AIDS. Demonstrated ability to develop, implement, monitor and evaluate business development, trade and/or investment proposals. Strategic planning experience which demonstrates an ability to design and effectively manage resources for assigned countries and to develop plans for the country operations. Knowledge and experience related to U.S. grants management procedures and requirements. General knowledge of audit and financial management requirements for U.S. Government financed programs. 9. What is ADF approach to corruption, what measures have been (or will be) put in place to combat corruption? 9. This is not pertinent to the solicitation, but ADF has stringent internal controls and risk mitigation measures in place. 10. What is (or would be) the US Government Grade equivalent for this position (GS-15, higher, lower)?, please be specific. 10. The position is a grade GS-14 ? the step would depend on the experience and salary history. 11. What is the current USG hardship allowance (in %) granted to US government employees for posting in Zambia?, in Swaziland? 11. ADF is not providing a hardship allowance 12. Does the position carry any diplomatic status and benefits? 13. No 14. What assistance can we expect from the local US Embassies? Minimal assistance is expected from the U.S. embassy. Candidates may research this. 16. How does the cost of living in Lusaka (for expatriates) compare to other cities in Africa and the US? 16. Candidates may research this. 17. What is the cost of a reasonable mid-size used and/or new car in Lusaka? 17. ADF Representative will be provided a US Government vehicle to use for official business. 18. Is the cost of shipping of personal effects, and eventual car, from the country of origin to Lusaka to be included in the cost proposal, or will it be handled separately? 18. A maximum of $5,000 moving and transportation allowance may be provided based on review of estimated moving costs separately presented with the cost proposal. 19. The proposed contract is for 12 months renewable 4 times (total 60 months), how do we handle vacation time?, sick leave time? 20. The Representative will earn 8 hours of vacation and 8 hours of sick leave a month. Vacation time must be taken during the period under the contract based on approval of Regional Director. The contract is a fixed price contract and no additional funding is provided for vacation or sick leave. Unused vacation and sick leave will not be carried over from the base year to the option periods of the contract. The contractor will not be paid for unused vacation or sick leave at the conclusion of the base or option periods of the contract. 21. Does the position permit family posting? 21. Yes, but at the applicant?s expense. 22. Does the Zambian Government authorize the Country representative? spouse to work? 22.Candidates need to research this. 23. Is there an American School in Lusaka? what is the cost of yearly tuitions? 23. Candidates need to research this 24. Who bear the cost of the interview, ADF or the candidates? 24. The candidate bears the cost. However, the interview may be by telephone. 25. Should the firm fixed price offer consisting of salaries and benefits contain a quote for health coverage? I ask because the solicitation also requests evidence of health coverage...what kind of evidence is needed? Is there an expectation that one's current health coverage (i.e., the health coverage I have in South Africa, where I am based) would be transferable to Zambia? 25. Your fixed price shall be all-inclusive to cover any benefits you would otherwise receive. Your proposed salary should be all-inclusive and should provide pricing for each option year. Statement from the candidate that the individuals does have medical/health insurance that would continue to cover him in the Representative?s position. A letter to that effect from the insurance company can be provided upon award. 26. I have no idea what the cost of living is like in Zambia: ie, rents, utilities, international school costs, etc. Do you have anything you can send which has cost of living information for Lusaka? 26.
