- NAICS Code: 541990 The United States Environmental Protection Agency (US EPA) intends to award a sole source labor hour task order under GSA MOBIS Schedule GS-10F-1213M to Re-Source Associates of Bethesda, MD a small woman-owned business for Risk Assessment Outreach Support for the Office of Superfund Remediation and Technical Innovation (OSRTI): Program Evaluation of Community Involvement in Superfund Risk Assessment. The Contractor will help EPA to design and implement an approach for obtaining feedback from the members of the public on how EPA is doing at avoiding conflicts during Superfund risk assessments. Community evaluations at case study sites will be conducted to assess the role of communities in Superfund risk assessment processes. The case study sites will be selected by EPA using information collected during an on-going internal EPA evaluation. The case studies will be a separate project but requires a company with knowledge of how the EPA has conducted internal evaluation and has been involved in identifying criteria for selecting study sites. Re-Source Associate provided expert facilitation services to OSRTI as part of a program evaluation project under a contract that expired February 2004. This sole source award is being made to avoid interruption in services and to ensure efficient continuation of the project. More importantly, Re-Source Associates has a critical role in the continuation of the program evaluation project because it has been involved in identifying case study sites and developing methods of communicating with case study communities. Furthermore, Re-Source Associates has extensive experience in: public involvement in Superfund sites; Alternate Dispute Resolution (ADR) and Facilitation with communities; risk communication; and EPA's approach and goals in this specific project.
