Description
This is a combined synopsis/solication. The General Services Administration intends to solicit, negotiate, and award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, to Webbe Inc. located in Alpharetta, Georgia. The purpose of this procurement is upgrade WEBBE Instant Messaging Tool Software Server/Client to support of Special Operations Mission Planning Environment (SOMPE) Mission Support Centers? Warfighter Support. Webbe Inc. was determined to specifically address the unique requirements being utilized by Special Operations Mission Planning Environment. Webbe Inc. is the only source for this requirement because of the limited rights and copyrights and is solely capable of responding to ongoing support requirements. The WEBBE Instant Messaging Tool has currently been adopted by the SOMPE-M program and this interface is the only one that will work with the existing software architecture. Any other software will add extra costs of an additional software interface and employee training to satisfy agency requirements. There are other commercially available instant messaging tools, but do not afford the additionally capability of voice instant messaging and highly compressed audio for the Naval Special Warfare Commands? Mission Planning Environment that have been tested thus far. Failure to provide this single maintenance source will have a significant adverse effect on the program?s mission. The proposed action is for supplies/services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. This notice is not a request for competitive quotes. The applicable North American Industry Classification (NAICS) Code is 541511 and the size standard is $21.0 million. All interested parties must submit a capability statement that sufficiently describes their qualifications, capabilities, and previous experience related to fulfilling a similar requirement via e-mail to diemle.phan@gsa.gov by 5:00 p.m., PST, April 28, 2004. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
