- Description
- NASA/ARC has a requirement for life testing of thermo electric modules which are presently operating in a 5-place test station resulting from a previously awarded Department of Energy contract. The requirement also includes the upgrade of the presently operating 5-place test station to incorporate improved cold side temperature control and installation of a LabVIEW automated PC-based data acquisition and control system, and the construction of a second, 6-place module test station. NASA/ARC intends to purchase the items from HI-Z Technology, Inc., 7606 Miramar Rd STE 7400, San Diego, CA 92126-4210, Pursuant to 10 U.S.C.2304(c)(1). HI-Z Technology is in the final life testing phase of their unique approach in the development of thermo electric devices. To consider award to any other source would negate HI-Z Technology's previous 5 years of development and testing regarding their unique approach in the development of these thermo electric modules. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 5 May 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
